During the manager's report meeting on December 12, Taichung City Mayor Jason Hu pointed out to various City Government Bureaus and Offices that, regarding the promises that President Chen Shui-Bian and several Central Government Department Chiefs made during the Taichung Mayor election period, it is hoped that the Central Government would honor their NT$100.6 billion policy check to be allocated for public safety, transportation, culture, education and others proposed plans that were submitted to the Central Government. Mayor Hu reiterated that this is unrelated to the election, but simply an effort to improve the welfare of Taichung City residents; election is not child's play, and promised policies must be honored.

Mayor Hu expressed that election is not child's play, and promised policies must be honored. This is how a healthy local and central government relationship should be like. He emphasized that the City Government pushes forward their policies in a very serious manner, and will not allow the Central Government to make empty promises. This is responsible behavior that will ensure the welfare of Taichung citizens when policies are achieved.

Mayor Hu pointed out that he has already phoned Bureau Chief Su about the problem of increasing police force manpower. Bureau Chief Su agreed that as long as Taichung City Government allocates this policy into their budget, the Ministry of the Interior would increase the Taichung City police force by 500 members before the end of next year. Mayor Hu pointed out that the City Government would definitely allocate this into the budget, so that Taichung City will have an increase of 500 members of the police force, and it is hoped that in four years' time, Taichung City will have an additional 2000 members of the police force. Amongst this number, 1000 of them will be allocated within the local financial budget, and the other 1000 will be allocated by the Central Government.
