Effectively Preventing Traffic Accidents Law Enforcement and its Promotion by the Taichung Government’s 6th Precinct Police Department

A traffic accident involving a private passenger car hitting a pedestrian occurred at 14:25 on Sept. 13th 2013 in front of No.12, Gongyequ 1st Rd., Xitun Dist., Taichung City. Although the injured pedestrian was sent for medical care and immediately given first-aid emergency treatment, the individual still died. According to the police’s preliminary investigation, the cause of the accident could have been the pedestrian’s violation of jaywalking laws. In order to prevent similar accidents in the future, police have been enforcing street patrols and road checks along the road and clamping down on drunk drivers, jaywalkers and parking violations, as well as sporadically carrying Traffic Safety promotion signs in the intersection of the traffic accident since Sept.14th in the hopes of effectively reducing the occurrence of traffic accidents.
Pedestrians are reminded to watch the roads, especially in intersections with frequent accidents in Xitun District.
  According to the police’s statistical analysis, the five intersections with the highest frequency of accidents in Xitun District include the intersection of Taiwan Blvd. and Wenxin Rd., the intersection of Taiwan Blvd. and Huilai Rd., the intersection of Taiwan Blvd. and Henan Rd., the intersection of Taiwan Blvd. and Anhe Rd. and the intersection of Taiwan Blvd. and Dongda Rd. Therefore, the Taichung Government’s 6th Precinct Police Department would like to especially call on pedestrians’ attention to look both ways when crossing the street and to obey traffic rules particularly when crossing the roads mentioned above. Pedestrians should always walk on the striped crosswalk and never cross by jaywalking. Drivers of vehicles and motorbike riders should never drive or ride when drunk. Please use a Designated Driver or take a cab after drinking wine in catering parties for both your safety and the safety of others as well. Drunk driving can be fatal to oneself and to others, so please do not ignore the severity of drunk driving. Moreover, drunk driving is not only considered criminal, but may also possibly require civil compensation, and may even cause loss of life to oneself and others; therefore, do not even attempt to drive drunk.

Statute Governing Road Traffic- Accumulative Penalty for Drunk Driving
  Due to the serious threat to pedestrians’ safety of life and property caused by drunk driving, the updated Statute Governing Road Traffic- Accumulative Penalty for Drunk Driving was put into effect on March 1st, 2013. The key points are as follows:
(A) For more than two violations of drunk driving within 5 years, the penalty will be raised from NTD$60,000 to NTD$90,000.
(B) Any uncooperative misconduct, such as not willing to follow instructions to pull over for police road checks, refusing to take a sobriety test or not cooperating for a breath alcohol test, there will be a penalty of NTD$90,000.
  Drunk driving creates a serious threat to pedestrians’ safety of life and property; therefore, all drivers should obey relevant traffic rules for the protection of the safety of life and property.
