A Vietnamese worker surnamed Xie was unfortunately assaulted and injured by unknown persons two years ago. He was then admitted to the intensive care unit (ICU), and Labor Affairs Bureau of Taichung City Government has since provided him with necessary assistance by coordinating the relevant government units. Mr. Xie was discharged from hospital and flew back to Vietnam on July 28, 2014, when he used Taiwanese dialect to say "thanks” to Lai Shu-hui (賴淑惠), Director-general of Labor Affairs Bureau, Taichung City Government, who came over to see him off at the airport.

Director-general Lai said during the period when Mr. Xie was hospitalized, he requested the Police Department of Taichung City Government to provide irregular patrol service for his and his mother’s security 24 hours a day, while the Social Affairs Bureau also subsidized Xie and his family with living costs and other relief grants. The intermediary who hired someone to assault Xie was condemned and sanctioned according to criminal laws, while Taichung City Government has also penalized it by the highest administrative fines in accordance with regulations.

Director-general Lai further pointed out Labor Affairs Bureau has also asked third-sector private organizations, such as the Legal Aid Foundation (財團法人法律扶助基金會), Association for Victims Support Taichung Branch (財團法人犯罪被害人保護協會臺中分會), and Hsinchu Diocese (財團法人臺灣省天主教會新竹教區), to provide Xie with free legal assistance to sue the perpetrators and to give him emergency aid and victim protection compensation.

Labor Affairs Bureau of Taichung City Government has also assignedVietnamese-speaking consultants to visit Xie and his mother at the ward, giving them emotional support, helping them with everyday necessities, providing them with timely care and assistance, and applying for their residency extension every two months. Director-general Lai of Labor Affairs Bureau has also visited them on holidays and festivals or on other unscheduled time. Xie and his mother always smiled sheepishly and used the Taiwanese dialect that they had just learned to thank Director-general Lai.
