The Announcement of the 40th Wan-an Air-defense Drill 2017 by the Taichung City Government Police Department

I. Date of the military drill
1:30pm to 2:00pm, April 13, 2017 (Thursday)

II. Implementation Area and Manner
It will be held in central Taiwan at 1:30pm to 2:00pm on April 13, 2017 (Thursday). It will be held in the manners of advance notice and at the same time in different areas, during the daytime for 30 minutes. It will educate people regarding the to-dos during an air raid, and allow them to practice on the release of the alarm, the evacuation of people and vehicles, traffic control, and first aid.

III. Emergency Alarm Notes
1 long note and 2 short notes. The long note will last for 15 seconds, and the short notes, 5 second each. There will be an interval of 5 second between each note. They will be repeated for three times at the total of 115 seconds.

IV. The Note for the Suspension of Alarm
1 long note of 90 seconds in length.

V. Notices:
1. The National Police Agency reminds people to cooperate with the control and other matters related to and during the drill. At 1:30pm on the day of the drill, NCDR will use the connecting system of CBE to send a message to all 3G and 4G cellphones to allow people to receive the notice of the drill (both vibration and text message). And the message of the completion of the drill will be sent at 2:00pm.
2. All the government and private factories and companies should operate as usual but they have to close the doors and windows to implement control of people (Taiwan Power Company will not interrupt the power supply).
3. As the alarm of the drill is released, all the people and vehicles should follow the guidance (direction) of the police and civil defense personnel to practice the air-raid evacuation (military units will implement the drill according to their air-raid response project). They will guide people to enter air raid shelters. For people remaining at their own homes, they should close their windows and doors tight and implement a black out.
4. All trains of HSR and TRA will be operated as usual. Passengers alighting the trains and friends and relatives of passengers should follow the guidance of the military police, police, and civil defense personnel to evacuate.
5. The highways in the area of the aid raid drill should follow the principle of “leaving but no entering” of the highways and observe the traffic control. The vehicles running on the highways will not be controlled. For those vehicles leaving the highways via the interchanges, they should evacuate and take shelter immediately following the instructions.
6. All the airplanes in the airports should take off and land as usual, and ships anchoring in the ports should depart and return to the ports as usual. But the passengers alighting from the airplanes and their friends and relatives should follow the guidance of the military police, police, and civil defense personnel to evacuate and take shelter.
