The “2017 Bai Leng Zhen Cultural Festival” will be unveiled on the Croquet Lawn front across the Xin She District Office on the October 14. Taichung City Government will hold a picnic on the lawn and an outdoor concert to share the heritage of Bai Lei Zhen with the public. Taiwan National Symphony Orchestra, Acne Physical Dance Theatre, and Taichung Sheng Wu Zhou Glove Puppet Theatre were invited to perform and highlight the history of Bai Leng Zhen. The event is echoed with VR techniques so that the public can feel the water resources facility of Bai Leng Zhen. The descendants of 磯田謙雄, the “Father of Bai Leng Zhen”, will take part in the event too. This event is a commemoration of the contribution of 磯田謙雄 in the form of entertainment that allowed the public to understand the importance of water resources, said Deputy Mayor Lin Yi-Ying.

Taichung City Cultural Bureau held a press conference on “Bai Leng Zhen Cultural Festival” on October. Deputy Mayor Lin, Deputy Director Huang Ming-Heng of the Cultural Bureau, District Mayor Liu Meng-Fu of Xin She, District Mayor Chen Chia-Jong of Da Du, Legislator Chiang Chi-Chen, City Councilors Hsieh Ming-Yuan, Ong Mei-Chun and Chang Ya-Wen, representatives of the office of public service, were present to unveil the event.

松任谷良子, the daughter of 磯田謙雄, was invited to the event held last year. She was deeply impressed by Taichung City of holding such event for the memory of his father, said Deputy Mayor Lin. The grand children of 磯田謙雄 will be invited to the event of this year. This is the remembrance of history and cultivation of friendship between Taiwan and Japan, said Deputy Mayor Lin.

The water supply system of Bai Leng Chen was activated in 1932, and is a vital source of running water developed in Taichung. Yet, the devastation of the September 21 earthquake in 1999 made people feel the importance of Bai Leng Zhen, said Deputy Mayor Lin. After Mayor Lin Chia-Lung has assumed office, he made the Bai Leng Zhen Cultural Festival a even more celebrated event so that people can learn more about the history and culture of central Taiwan.

In commemoration of the Bai Leng Zhen Project designed by磯田謙雄, the people of Xin She guide the water of Da Jia River at the upper course of Bai Leng Zhen to Xin She for the irrigation of the field at the lower course. This is the reason for the thriving development of this district. The Pai Leng Zhen Cultural Festival is a regular event of this district. This event reminds us of the endeavor of the ancestors in the cultivation of this land, helps to improve the relation between Taiwan and Japan, and to shows the humanity side and tourist features of Xin Shi District.

The festival of this year will be highlighted by a picnic on the lawn and an outdoor concert for the memory of 磯田謙雄. The event will be held on October 14 from 2:00pm to 5:00 pm. Taiwan National Symphony Orchestra, Acne Physical Dance Theatre, and Taichung Sheng Wu Zhou Glove Puppet Theatre were invited to perform. The legend of 磯田謙雄 will be rejuvenated on stage by the pupils of Da Na Primary School and the elderly in the community so that people can learn more about the importance of Bai Leng Zhen.

There is also a VR show on the scene to let people know the siphon system of water supply at Bai Leng Zhen and other facilities for water resources. An agricultural bazaar, street performance, and unlimited supply of popcorn free of charge will also be part of the event. Young artist Liao Po-Sen and other residents of the community, and the pupils in the primary school there, have jointly created an object of art, the “Water of life – Bai Leng Zhen”.
