Unit 5: High Speed Rail New Town:
The establishment of Readjustment Preparatory Committee was approved by the Taichung City Government on July 1, 2005.Thescope of readjustment zone was approved on August 14, 2005. Detailed plans were drafted after agreement was gained from more than one half of private land owners owning a majority of land area in the zone and their implementation was promulgated on June 2, 2008.The readjustment plan was approved on October 20, 2008. The Readjustment Plan and Drawings were posted at Nanitun District Office and the venue of Preparatory Committee between October 27 and November 27, 2008.The first General Assembly was held at 14:00on January 17, 2009 to elect directors and supervisors and establish the Readjustment Committee. The above-ground objects in the readjustment zone were investigated and estimated and their compensation plan was then published on November 29, 2009.Compensation feesto crops were paid in mid-June 2010, while compensation fees to buildingswere paid in August 2010. The project-related plans and drawings were agreed for future reference by the Construction Bureau of Taichung City Government on December 8, 2010. To meet the needs of land allocation in the readjustment zone in accordance with Article 59 of The Equalization of Land Rights Act, the application was approved by Ministry of the Interior on February 11, 2011. The following prohibitions or restrictions were then declared betweenMarch 1, 2011 and August 31, 2011: (1) Land transfer, subdivision, or creation of obligations; and (2) New construction, additions, alterations or reconstruction of the building improvements, excavation of soil and rock, or changes of the terrain. The supervision plan, quality plan, and construction plan for the self-managed readjustment projectswere agreed for future reference by the Construction Bureau of Taichung City Government on February 17, 2011 and have begun execution since March 17, 2011.For the destruction of monuments at Rui Cheng Tang within the readjustment zone, we at the Land Administration Bureau already issued on the morning of September 21, 2011, a letter to notifyall the concerned partiesto stop their projects comprehensively and indefinitely and to withdrawall the equipment from the site. On December 16, 2011, we at the Land Administration Bureau invited the Readjustment Committee, the Urban Development Bureau, the Cultural Affairs Bureau, andthe Construction Bureau to convene and resolved to resume the construction projects within a limited scope under certain conditions. This resolution was approved by the mayor and the Readjustment Committee was notified to resume constructionstarting from January 5, 2012. As the resumption went on very slowly, the Readjustment Committee held a meeting on May 17, 2012, to briefthe concerned landowners on the construction schedule. The revised detail plans for the preservation ofRui Cheng Tang (for the Overall Development Zone Unit 5) were approved by Taichung City Government on August 10, 2012. In addition, Taichung City Government issued a letter to the Readjustment Committee on November 23, 2012, demanding itto put everything in order and to suspend all its readjustment projects during this re-arrangement period.
