Sewage pipeline construction may cause traffic jam?

Sewage pipelines are buried much deeper than other pipelines (such as those for electricity, telecommunications, water, and gas). It is required by law that a traffic safety maintenance plan be submitted before the construction of sewage pipelines. Construction operations should be carried out by road segment, closing only part of the traffic lanes. Warning lights and signs must be set up around the construction site. Security guards must be deployed at some specific time periods. Efforts must be made to reduce traffic impact. After the pipelines are buried, the road surfaces must be at least half restored to maintain road quality.
