In line with the policy of central government, the Environmental Protection Bureau (EPB) of Taichung City Government has been promoting resource recycling campaigns for over 10 years. As of the end of April 2015, the city's resource recycling rate has reached 46.67%. To strengthen the involvement of communities and business firms in the resource recycling campaigns, the EPB has since June 15, 2015 worked together with community management committees, property management and maintenance companies, business firms, and private waste removal companies to label the waste-classification and resource-recycling facilities and win recognition and cooperation from communities and business firms. The EPB has also been strengthening checks on waste classification and resource recycling, especially for kitchen waste. It is hoped to reduce waste and to lessen the burden of incineration plants.
According to the Waste Disposal Act, waste should be classified into three categories, namely "resource", "garbage" and "kitchen waste” and placed into respective facilities. Otherwise, an offender may be punished by a fine between NT$ 1,200 and NT$ 6,000, in accordance with Article50 of Waste Disposal Act, said the EPB.
The EPB reminds community buildings and business firms to strengthen self-management and cooperate with EPB cleaners in classifying waste and recycling resources. It also said to set up waste classification bins for 3,300 community buildings in Taichung City and to strengthen checks on waste classification and resource recycling. Target for the checks will be over 20000 times. Another check point to strengthen is whether garbage bags are broken. If yes, waste collection will be rejected or the holders will be fined. Garbage bags carried by garbage trucks in to the incineration plants will be closely inspected by eyes and tested by dropping to the ground. If the garbage is not well classified according to regulations, it will be returned to where it comes from.
Waste classification is everyone's responsibility.
