Budget Increases for Shizheng Road Extension Feasibility Study(2006-11-20)

As an effort to relieve traffic congestion on Zhonggang Road, and to expedite the outward transport of goods for businesses in Taichung Industrial Park, Taichung City Government had proposed to extend Shizheng Road. Due to the enormous amount of budget needed and several technical issues involved, a preliminary feasibility study is needed. Previously, 3 million NT was budgeted for this study. After several failed open biddings for the project, a new 6 million NT budget is being proposed. Currently the proposal is awaiting review and approval by the Civil Engineering Section of Construction Bureau.



The Civil Engineering Section indicated that the main reason why no one came to bid on the project was the low budget amount. According to industry insiders, the project which includes an approximately 1,200-meter section that crosses Fazi Creek, Zhongshan Highway and High Speed Rail, cannot go underneath the railroad tracks but above them. It involves highly technical and safety issues that require careful planning and study of structural elements and construction methods. A cadastral survey is also needed.



Constructing an overpass above High Speed Rail might take a long time. Any slightest miscalculation could affect the safety of High Speed Rail. The key lies in whether High Speed Rail will agree to the building of the overpass. The other option of building an underpass through Fazi Creek involves more technical difficulties. Therefore, the 6 million NT budget is in fact well justified.
