The amendment of Regulations for Reporting and Incentives of Exhaust Visible Pollution Vehicles, the photo (video) must be enclosed for the report!

The Environmental Protection Administration promulgated the amendment of “Regulations for Reporting and Incentives of Air Pollutant Emissions of In-use Motor Vehicles” on November 1, 2013. The content of the amendment includes the addition of the requirements of photos or videos as evidence for reporting the exhaust visible pollution vehicles, the reporting period has been shortened to 15 days and the shooting conditions shall be free from night, raining or wet pavements….   In consideration of the fact that more than 90% of current reporting cases are evidenced by photos (videos) provided by the reporter while the photos (videos) are important support for whether the vehicle under investigation is cause for pollution concern, therefore the amendment has included it as one of the reporting requirements. Meanwhile, the reception method of reporting cases has been amended accordingly and reporting via phone or fax is no longer accepted. Therefore, reporting cases without enclosed photo (video) will be rejected as from November 1st. According to the Environmental Protection Bureau of Taichung City Government, this amendment allows for the reporting evidence to be more complete and it will reduce the circumstance of causing problems to the vehicle owner due to error reports over vehicle numbers or false reports.

Moreover, the conditions of distributing rewards have also been amended. Where there is actually concern of pollution and the notice of environmental protection bureau after review aiming at the case that the same vehicle number is reported by different persons, only the first reporter with photo or video reaching standard opacity value will be rewarded. The environmental protection bureau also appeals to the owners of vehicles to maintain the vehicles so as to avoid being reported by the public and try to keep good air quality.
