With the promotion of “Garden City” by Taichung City Government, small gardens can be in different places. For the past year in which the Construction Bureau is administering the 2.3-hectare former Fuhsing Chiencheng Military Camp next to National Library of Public Information (NLPI), it has continued to conduct remediation operations. After the second phase flowers were seeded on 1.2 hectares of the land, it is planning to plant another 0.7 hectares of land with third-phase flowers so that it will be flowered by next spring. In addition, cooperating and planning with National Chung Hsing University, the “Farmers’ Market” is due to be completed by mid-2017, thus citizens can visit the market while viewing flowers.

The Construction Bureau of the Taichung City Government stated that since the military has left the Fuhsing Chiencheng Military Camp next to NLPI unused for a long while, the Construction Bureau remediated 1.2 hectares of the land into a garden by seeding sunflower and cosmos seeds in November 2015. The thousands of sunflowers and cosmos blossomed gradually in March 2016, which amazed many citizens and has become a popular spot for taking wedding photos.

Since the first phase of florescence ended on May, the Construction Bureau planned on the second phase of it and it blossomed successfully. Entering winter, the bureau also completed the seeding of the third phase florescence and thousands of cosmos and sunflowers are due to blossom by next spring, bringing more surprise to citizens.

While waiting for the florescence to arrive, the Construction Bureau once again plan to establish “Farmers’ Market” on holidays using the 0.7-hectare land in front of the garden that is surrounded by Fuxing Road, Jianguo South Road and Fuxingyuan Road. The Farmers’ Market plan cooperates with the Agricultural Extension Center at National Chung Hsing University in which it takes reference from the operation mode of the current holiday farmers’ market of National Chung Hsing University to provide citizens with the pleasure of conventional shopping while walking in the city. Currently, the overall land planning and designing of the Farmers’ Market has been completed in October 2016. It is due to contract out online by the end of November, the construction is planned to begin at the beginning of next year, and it is due to be completed by mid-2017.

Some citizens reported that the garden next to NLPI is now paved with cement. The Construction Bureau explained that the pavement the citizens have seen is a piece of land that is located on the intersection Fuxingyuan Road and Xinrong Street and is organized as a pay parking lot by the Transportation Bureau. That parking lot will coordinate with the opening of the garden and Farmers’ Market in the future and is available for citizens visiting them.

Director Huang Yu-lin of the Construction Bureau stated that the 2.3-hectare land of former Fuhsing Chiencheng Military Camp will be paved with permeable roads and 1.2 hectares of the land will be used for flower remediation. The citizens not only welcome such action, but they are also looking forward to the beautiful scenery this small garden can bring about. After the 0.7-hectare Farmers’ Market is completed by 2017, this will become a place with library, garden and traditional market. With the upcoming “2018 Taichung World Flora Exposition”, this will become the new cultural spotlight of Taichung.
