After taking over the office, the Mayor of Taichung, Lu Shiow-Yen promoted "the triple growth of foreign Teachers." This year, the number foreign teachers in Taichung reached 102, topping that of the other five metropolis Mayor Lu said Taichung has been devoted to enhancing the students' foreign language competencies and international perspective. After she inaugurated as the Mayor, the number of foreign teachers in Taichung increased to top those of the other five metropolises, coming up from the last spot. In the future, Taichung will continue to increase the number of foreign teachers to train international talent.

Mayor Lu said foreign language competencies are key indicators to connect to the world and hence, the Taichung City Government has been devoted to the growth of the number of foreign teachers, but it is a daunting task since foreign teachers are required to have educational and teaching qualifications and entry restrictions are posted for foreigners. The Taichung City Government, however, believed that "missions must be completed" and increased and topped the number of foreign teachers over the other five metropolises in Taiwan for a good foreign language learning environment.

Mayor Lu pointed out that not only the triple growth of foreign teachers but also invitations sent to retired or incumbent ambassadors to teach in Taichung by collaborating with English teachers. Invited ambassadors were teaching at remote areas such as Poai Elementary School, Bailleng Elementary School, Pingdeng Elementary School, and Lishan Junior High School in Heping District and they shared their English teaching and expatriate experience. They also came to 25 public senior and vocational high schools to teach students international perspective and international etiquette and benefit about 13,000 students.

Director General Yang said that last year there were 35 foreign teachers in Taichung and after Mayor Lu's promotion policy of "Triple Growth of Foreign English Teachers" that aims to provide bilingual education for students to link up to the world. With the increased budget for hiring foreign teachers, this year, Taichung hired 102 foreign teachers, topping the other five metropolises, a growth of 3.4 times compared to that before Mayor Lu's inauguration. Now 29 districts in Taichung all have foreign teachers and it helps to narrow down the gap between urban and rural areas.

Additionally, Taichung also established the unique teachers' training camps with the system of "Two Tiers and Three Stages" that enables foreign teachers to be lecturers of "two-tiered" teachers' training for those teaching English and other subjects. Teaching of three stages: beginning, intermediate and advanced levels are offered to help students to improve their foreign language competencies and develop their abilities to connect to the world.
