National Central Library recently released the "Analysis Report on Reading Style and Reading Ability of School Libraries in 2021 " for the first time. School readers in Taichung City rank first in the average number of books borrowed in the municipalities, and the average number of books borrowed per person is 10.19. The Education Bureau of the Taichung City Government pointed out that schools at all levels in Taichung still showed a lot of love for reading, as shown in the report, even though the impact of the COVID-19 epidemic has affected the utilization rate of school libraries in recent years.

Chen-Sheng Yang, director of the Education Bureau, said that Mayor Shiow-Yen Lu attaches great importance to education, and the Education Bureau is also actively promoting school reading. Taichung's strong reading culture comes from the long-term injection of resources to improve the quality and quantity of reading and other measures. The Education Bureau subsidized NTD 139.61 million for 833 book purchase orders for schools between the 2018 and 2021 school years. Other than Chinese books, the Education Bureau also requires schools to procure 5% of the book purchases in English books to promote international education and diverse reading experience to expand students' reading horizons. In addition, the bureau assisted the school in obtaining funds to update the library and shared reading stations, and at the same time, secured funds from the K-12 Education Administration of the Ministry of Education to increase the number of books in each school and the number of books accessible by each student.

Director Yang indicated that the Education Bureau has also actively integrated resources from all walks of life to enhance reading ability in addition to funding. It includes encouraging teachers in all schools to apply for group library cards to maximize the benefits of the Taichung Public Library's "shared reading box." They also helped schools build "love stacks" and make good use of the "box books" (30 identical books per box) of the Taiwan Read Organization. Furthermore, the Education Bureau cooperated with the E.SUN Commercial Bank Volunteer Social Welfare Charity Foundation to help the school set up an "E. SUN Library" to handle library reading activities, sponsor the purchase of books, transform the book environment, and introduce a lively reading spring from all walks of life in order to promote the reading culture in Taichung.

The Education Bureau stated that they also pay attention to the planning of human resources to support reading activities, in addition to optimizing the reading environment and increasing the number of books. The subsidy funds encourage schools to set up more teaching positions to support reading education guidance groups and handle library management, reading activities, and themed book fairs. They also strengthen the professionalism and service of the library management personnel of each school and enhance the reading culture in Taichung. In the future, the Education Bureau will continue to integrate central and local resources from all walks of life. They hope to take into account both the reading quality and the arrangement of software and hardware to provide teachers and students with the most abundant reading education resources.
