Solid redundancy architecture – Taichung Fire Bureau establishes a resilient fire protection communication mechanism

With a view to optimizing its wireless radio communication system and enhancing its performance in the field of disaster relief and rescue services, the Fire Bureau of Taichung City Government has implemented the digitization of this system. This recently completed project has effectively raised the coverage rate of the radio communication system. The Fire Bureau points out that the new digitized architecture of the wireless radio communication system has numerous advantages, such as excellent anti-interference and secrecy properties, delayed signal attenuation, and multiple digital communication functions. The new system is further equipped with unique features including a solid communication frequency redundancy architecture, overlapping coverage through multiple base stations in key areas, multipoint communication testing, and abundant direct communication channels for disaster relief sites. These features effectively strengthen communication resilience. The Fire Bureau reveals that it handles around 150,000 emergency rescue cases in various categories each year. With a view to facilitating duty command and dispatch, the Rescue Command Center of the Bureau utilizes command channels, while commanding officers at all levels rely on wireless radio communication. In addition to maintaining the original four channels (groups) coupled with digitization and adoption of multi-station networking technology, two backup communication channels (groups) have been added to the new communication architecture as a redundancy option in case of large-scale malfunctions of the regular command channel system. Two analog stations have been retained for emergency use. In addition, the Fire Bureau has installed wireless remote control consoles in numerous base stations. It has been determined through testing and software simulations that the multi-station networking technology adopted by the Fire Bureau has effectively increased the coverage rate of wireless relay stations from 83% to 93% without the aid of auxiliary LTE-based mobile network communication equipment. The Bureau further stresses that firefighting personnel rely on direct communication channels while carrying out rescue duties at disaster sites. The original three channels have therefore been expanded to ten independent, non-interfering direct communication channels to satisfy relevant needs in the field of division of duties and wireless communication diversion at the disaster relief site. In the future, this network can be further expanded in line with actual needs. Fu-You Sun, Director-General of the Fire Bureau, states that the Bureau designed a new-generation wireless radio communication system and architecture last year. This new-generation system represents an all-out upgrade from a dual-mode analog and digital system to a fully digitized wireless radio communication network. This upgrade enhances the anti-interference properties and signal coverage ratio of the system. It reduces the incidence of communication bling blind spots, improves the quality of wireless communication, and boosts system performance and redundancy. This project which was completed on December 1, 2023 represents a substantial improvement of in the quality of wireless radio communication utilized for various firefighting duties in Taichung City and a significant enhancement of information transmission security and efficiency of command, control, dispatch, and coordination. It bolsters the overall performance of the Bureau in the field of firefighting, disaster relief, and rescue services, which is highly conducive to the protection of the life and property of city residents and the safety of disaster relief personnel.
