As the Chinese New Year and Lantern Festival draw near, the Fire Bureau of Taichung City Government advises the public about the risks associated with improper use of firecrackers and fireworks. Factors such as wind speed and direction can lead to unintended ignition of nearby combustible materials, potentially resulting in injuries or losses. The Bureau suggests using firecracker sound effects as a safer and eco-friendly alternative to actual firecrackers. If firecrackers must be used, it's recommended to purchase legally approved ones with recognized labels, use them sparingly in open areas, and follow product instructions carefully to ensure safety.
The Fire Bureau has conducted a thorough inspection of venues selling firecrackers and fireworks, including paper money stores, shops, and retail stores within the jurisdiction, to prevent businesses from illegally hoarding these items. The Bureau has also advised vendors against selling them to children under 12. In light of a recent incident in Chongqing, China, where a child caused an explosion by setting off firecrackers into a sewer, the Bureau emphasizes the need for adult supervision when children handle these items. Failure to do so will result in fines for parents ranging from 3,000 to 15,000 NTD.
Additionally, as per the provisions outlined in the Taichung City Firecrackers and Fireworks Discharge Autonomous Regulations, the discharge of firecrackers and aerial fireworkds between the hours of midnight and 6:00 a.m. requires special permission. It is essential for individuals to carefully review the safety instructions before using these products regardless of the time. Failure to comply with these regulations will lead to fines ranging from 30,000 to 150,000 NTD. Considering overseas workers may engage in fireworks activities due to local customs, the Bureau has also emphasized the importance of these regulations in factories where overseas workers are employed by distributing translated materials to ensure compliance and prevent accidents. Furthermore, patrols have been increased in areas where fireworks discharge is common within the jurisdiction. The Fire Bureau emphasized that those who observe any illegal storage, sale, or use of firecrackers and fireworks can report it by calling 119. Upon receiving reports, the Bureau will promptly investigate and take appropriate action. Due to the flammable and explosive nature of firecrackers, accidents are frequent. If such incidents cause harm to others' lives or property, it constitutes an offense against public safety specified in the Criminal Code of the Republic of China. Therefore, all individuals are urged to prioritize safety for a peaceful and enjoyable Chinese New Year.
