Taichung’s Fire Bureau Launches “Citizen Disaster Preparedness Handbook” Enhance Citywide Disaster Preparedness

As the typhoon season approaches and seismic activity becomes more frequent, the Taichung City Government continues to enhance public disaster preparedness by strengthening disaster preparedness educational initiatives. Starting today, the Citizen Disaster Preparedness Handbook will be available at TRA stations, THSR stations, MRT stations, and lodging facilities. This initiative aims to provide citizens and travelers with convenient access to disaster preparedness knowledge, enabling them to improve their preparedness and risk awareness. Additionally, a digital version of the handbook is available on the Taichung Emergency Operation Center (https://eoc.taichung.gov.tw/3015212/post). By sticking to the core principle of “prepare in advance, respond effectively,” the city government strives to create a safe and resilient living environment for all.
The Fire Bureau explained that the Citizen Disaster Preparedness Handbook is compiled based on the latest disaster preparedness policies and practical experience. The handbook is divided into six main chapters, offering response guidelines for common disasters such as earthquakes, typhoons, floods, landslides, fires, and tsunamis. It further covers topics including household preparedness plan, emergency kit preparation, selection of disaster response tools, first aid techniques (such as bleeding control, bandaging, CPR, and AED use), as well as post-disaster self-help and the clarification of common misconceptions. Designed to be both practical and understandable, the handbook features illustrated content, making it suitable for family reading and for older adults to learn from. It aims to help individuals of all ages grasp accurate disaster preparedness concepts and response strategies, thereby promoting the vision of disaster readiness and active participation across all communities.
The Fire Bureau noted that the handbook features an original character, “Mei,” who serves as a disaster preparedness guide. With a light-hearted style, Mei offers illustrations and scenario-based explanations, guiding readers in creating a family evacuation map, preparing emergency kits, identifying disaster response tools, and learning emergency response skills—transforming expert knowledge into practical advice for everyday life. Whether for children, the elderly, or citizens new to disaster preparedness, Mei’s guidance enables individuals of all ages to easily grasp key response strategies.
In addition, the initial batch of printed handbooks has been distributed by the Fire Bureau and is now available at high-traffic locations for the public to access free of charge. Citizens are encouraged to make full use of this resource. The city government will continue to promote disaster preparedness through various channels, including integration with school curricula, community outreach, and media collaboration, in order to expand the reach and implementation of disaster awareness. It is hoped that all people will actively participate, strengthen their self-reliance in emergency situations, and work together to build a safer and more resilient Taichung City.
