1. The qualifications required to join Civil Defense Brigade, volunteer police, traffic auxiliary police or village (community) neighborhood watch patrol team are below: (1) According to Article 5 of the Civil Defense Act, member of the said organizations shall be at the age between 20 and 69; (2) Basic qualification: 1. Those with positive thinking, good morals, passion for doing charities, and relevant professional capabilities and leadership ability. 2. Those with good physical and health conditions being capable of participating in various trainings, drills, services, and other tasks; (3) Special conditions (excluding anyone with one of the following conditions): 1. Those sentenced with more than two years or longer fix-term imprisonment excluding those committing malfeasance; 2. Those under security measures or correction measures ordered by the court excluding those under protection measures on probation; 3. Those have been on a APB over two months and the APB has not be cancelled; 4. Those involved in the attempt to extort, blackmail, fraud, threat, or negatively affect reputations by using his/her office title and the said behavior has been found true or prosecuted; 5. Those involving in the interruption of public order, violating the moral order, or interrupting public services are sentenced and published by the Social Order Maintenance Act; 6. Those are engaged in the management and operation of the sex industry or open or participate in the operation of an illegal gambling site or act as the bodyguard of gambling site or are engaged in illegal business with facts found; 7. Those who defamed his/her superior, harmed unity, and engaged in serious incidents or acts and words that damage the civil defense organization on purpose with facts found; 8. Being incapable of civil defense work due to illness; and 9. With other bad reputations and after reporting, being found with facts that prove the incapability. 2. According to Article 10 of Rules Governing Organization, Training, Drill, Service and Support to Military Affairs, the Defense Brigade, volunteer police, traffic auxiliary police and village (community) neighborhood watch patrol team are assigned with tasks below: (1) The Defense Brigade is in charge of prevention of air raid disaster, assistance to air-raid shelter and evacuation equipment maintenance, rescue and relief of major disaster, local security and military logistic task during wars; (2) The volunteer police carries out designated assistance to theft prevention, security patrol, police duties, and support to military affairs during wars; (3) The traffic auxiliary police assists traffic order control, command, directing, handling of traffic accidents, maintenance and report of traffic facilities, and traffic control, directing, and management during air raids and wars or other designated police duties; (4) The village (community) neighborhood watch patrol team executes local security patrol and participates in disaster relief tasks.
