Technology-assisted law enforcement launches in March to clamp down on illegal parking at the THSR Taichung Station – Maintaining traffic order at the station area

To maintain traffic order and prevent traffic violations from causing traffic congestions, the Taichung City Police Department has installed "illegal parking detection and law enforcement equipment" in the passenger pick up and drop off area on the 1F and 2F of the THSR Taichung Station to automatically detect violations including illegal parking, passenger pick up/drop off activities and passenger solicitation. With the trial run period in its final stages, law enforcement will officially commence on March 1. The Taichung City Police Department has installed "illegal parking detection and law enforcement equipment" in the passenger pick up and drop off area on the 1F and 2F of the THSR Taichung Station, where AI cameras automatically detect violations including illegal parking, passenger pick up/drop off activities around the clock and smart image processing have been implemented to capture images of traffic violations automatically. According to the Road Traffic Management and Penalty Act, illegal parking will incur fines ranging from TWD600 to 1,200, while illegal passenger pick up and drop off activities will be fined between TWD900 and 1,800. At the same time, cameras have been installed at the taxi rank on the 1F to conduct 24-hour surveillance and prevent drivers from illegally soliciting passengers. Furthermore, the Taichung City Police Department has also installed the "traffic condition surveillance equipment" at the Duty Command Center in Wurih Precinct, where AI cameras in the THSR station transmit real-time video of the station area as well as the traffic conditions and illegal parking activities at the scene. When emergencies such as traffic accidents or congestions occur, police officers will be dispatched immediately to resolve the problem, thereby effectively increasing the safety and smooth flow of traffic in the THSR station area. According to the statistics, the average number of illegal parking detected by the system daily during the trial period in January this year (2021) was 842 and 19 illegal passenger pick up and drop off activities were recorded. By the grace period in February, illegal parking and passenger pick up/drop off have reduced to 663 and 15, respectively, indicating that technology-assisted law enforcement has demonstrated a certain level of success in deterring traffic violations. The Taichung City Police Department Commissioner Yang Yuan-Ming reminds the public that technology-assisted law enforcement to clamp down on traffic violations at the THSR Taichung Station will soon officially commence, people heading to the station to board a THSR train or pick up/drop off passengers must not park or solicit passengers illegally and obey the traffic diversion regulations. This is to protect the rights of the passengers, improve traffic safety and ensure smooth traffic flow.
