In response to the current public security conditions, as well as to prevent street fighting, violence and to demonstrate the city's determination in maintaining order and fighting crime, the Taichung City Police Department has launched the safe city project during the Lantern Festival and the 228 Peace Memorial long weekend, targeting high-risk public security venues including KTV bars, night clubs, pubs, karaoke, gathering grounds for criminals or gangsters. Intensified spot checks will be carried out in conjunction with roadside inspections conducted at closed road sections nearby with the aim of preventing crime and maintaining peace.
In light of the fact that fights often break out in public areas and streets, particularly venues serving alcohol, the Taichung City Police Department, in an effort to effectively prevent street violence, DUI and street fighting, has instructed each precinct to conduct regional closed raids in high-risk venues such as dance clubs, night clubs, pubs and KTV bars.The raids were led by the precinct directors and intend to demonstrate the government's determination in upholding public security.
During the campaign, the department mobilized 4,737 police officers to crack down on crime in 337 public venues targeting gangsters, illegal possession of firearms and drug trafficking (dealers). In total, 7 people were arrested for 3 counts of illegal firearm possession; 106 people were arrested for 96 counts of drug trafficking, possession; and abuse over 5 days (February 25 to March 1), seizing evidences including one handgun, 3 improvised handguns, 1236.8g of marijuana, 19.6g of heroine, 400.6g of amphetamine, 277 bags of coffee sachet drugs (weighing 1,834g), 513.8g of ketamine and TWD 50,600, demonstrating outstanding performance.
According to the Taichung City Police Department Commissioner, there will be zero tolerance towards criminal behavior that jeopardize public security and challenge/defy public authority. Furthermore, the police will be clamping down on crimes such as violent crimes and street fights, while the public is urged to report crimes or persecutions to the police authority. Besides requesting each precinct to continue intensifying spot checks and crackdown operations as a show of force, the department will also apply the third-party policing strategy in conjunction with the city government's administrative intervention measures such as joint inspection by various departments and offices to enforce the law and clamp down on crime. Compared to 2019, the number of general criminal offenses in 2020 was decreased by 1.81%, while the clearance rate of 98.15% was an increase of 2.38%. In particular, the number of violent crimes decreased by 22 from 37 in 2019 (equivalent to a reduction of 37.29%) and all the cases were closed, translating to a gradual improvement in public security. On another note, in the Municipality Happiness Index Survey published by the Economic Daily News on December 1, 2020, Taichung was ranked first out of 6 special municipalities for the Residential Satisfaction Level, indicating the citizens' support and recognition of Taichung City Police's endeavors in upholding public security.
