Prevention of accidents involving heavy vehicles on long downhill roads

Xiangshang Road in Taichung City is an important road connecting downtown and the Port of Taichung. Sections 6 and 7 of Xiangshang Road present a long downhill road pattern due to the undulating terrain. Because they gather the off-ramp traffic flow of Longjing Interchange and the traffic flow of Taichung Industrial Zone, there are often sand and gravel (heavy cargo) vehicles passing through this section of the road. Due to the vehicle’s large body and heavy load, the braking time and distance required to come to a full stop will be longer than that of a small car at the same speed. Moreover, due to the design of the vehicle model, there are many blind spots for heavy vehicle drivers, and the damage caused by a traffic accident can also be relatively severe. Therefore, the Taichung City Government Police Department employs dual methods of law enforcement and promoting public awareness to curb traffic violations of heavy vehicles. They also establish citizens' correct concept of road use to prevent traffic accidents and improve traffic safety. The Taichung City Government Police Department indicated that the Qingshui Branch of the Taichung City Government Police Department is responsible for planning the police force to carry out traffic safety maintenance services to prevent traffic accidents involving heavy vehicles in long downhill road sections. And the traffic police brigade of the Central City Police is also responsible for joint services with the Qingshui Branch of the Taichung City Government Police Department. The Second Squadron Traffic Police Brigade of the Taichung City Government Police Department provides flexible support for motorized speed test, cameras, and patrol services and strengthen the crackdown on speeding, overloading, arbitrary lane changing, and other violations. At the same time, they carry out monitor duties at the intersection of Xiangshang and Zili Road and the residential community World 1 Scene and Donghai Love Song to increase police visibility. They also implemented speed management to reduce traffic accidents caused by heavy vehicles failing to stop at downhill sections. According to statistics, on the long downhill of section 6 of Xiangshang Road in Shalu District in Taichung City from January 2022 to October 2022, there were 45 traffic accidents causing 21 injuries, nine fewer accidents, one fewer death, and 19 fewer injuries than in the same period last year. In addition, the Department plans to allocate a budget to handle the ban on heavy vehicles weighing more than 20 tons in the slow lane of Section 6 of the Xiangshang Road and the illegal turning of vehicles using traffic enforcement cameras, and continue to improve the effectiveness of accident prevention on long downhill road sections. The Traffic Police Brigade of the Taichung City Government Police Department said that heavy vehicles should use low gear when passing long downhill sections and not drive in neutral. Also, pay attention to the road conditions and prepare for braking. When braking, people should use the exhaust brake or electromagnetic brake properly to avoid the sole use of the foot brake to prevent a collision accident caused by overheating brake failure due to frequent braking on downhill sections. Finally, no matter what road type you are driving on, the Department reminds all drivers to keep a safe distance from the car in front and slow down, and not exceed the speed limit to ensure the safety of themselves and others.
