Although the election of local public officials has come to an end, Taichung City Police Department (hereinafter referred to as TCPD) did not slack off on the maintenance of public security. To provide citizens with a peaceful and happy living environment and to make the incoming lunar new year joyful, TCPD continues to focus on law enforcement by proactively arranging informants, investigating crimes and seizing criminals based on the four major security tasks “anti-crime, anti-gun, anti-drug and anti-fraud”. Their efforts not only contribute to the stability of social order for the public, but also demonstrate the government’s determination in law enforcement.
TCPD's Criminal Investigation Corps and Fengyuan Precinct successively received reports from citizens, informing them that two people, Luo and Hsu, were suspected of drug trafficking and possession of guns. Upon receipt of the reports, they immediately formed a task force and reported it to the Prosecutor of Taiwan Taichung District Prosecutors Office, Yin Chieh, who was appointed to command the investigation. After months of monitoring and information collection, the right timing eventually arrived: The task force applied for search warrants issued by Taichung District Court and then initiated the seizure task in several teams simultaneously. The task force successfully seized 6 criminals including Luo and Hsu; drugs including heroin, amphetamines, ketamine, marijuana, drug coffee pods, kilograms of drug raw materials and packaging tools; and illegal firearms including 3 long guns, 5 short guns, 1 stun gun and 86 bullets. The task force then tracked down the source and uncovered where the guns were altered and manufactured, including the tools for modification such as drill and grinder, components, parts and unfinished products. The task force continued to track down the crime group and revealed that the crime group was suspected of involving online gambling business. The task force then discovered their data center and seized 6 computer hosts, 10 computer screens, 1 tablet, 36 mobile phones and over NT$470,000 in cash. In addition, the 7th Investigation Brigade of the Criminal Investigation Corps had received reports earlier, indicating that Criminal Hsiao who also possessed guns had been selling first and second grade drugs in Central Taiwan. The 7th Investigation Brigade then reported to the Jun Section of Prosecutor of Taiwan Taichung District Prosecutors Officeto command the investigation. With a warrant issued by Taiwan Taichung District Court and District Prosecutors Office, the Brigade performed a search mission at Hsiao’s residence and seized 1 long gun, 3 short guns, 120 bullets, heroin, amphetamines, cathinone, over NT$90,000 in cash and Chen, a wanted criminal, who had been on the run for over four months.
TCPD had successively busted gun and drug crime cases and demonstrated the police’s high capacity for maintaining social order through effective law enforcement, investigation and raids. TCPD also operates in coordination with National Police Agency, Ministry of the Interior to proactively unfold the “Mop Up Project” recently. That is, to implement project-based search or expand random checks in the nearby areas, where gangsters live and run their business, within the TCPD’s jurisdiction. The Department also collaborates with other departments of the Taichung City Government to implement third-party policing. That is, in identifying any violations of the regulations or law, a prosecutor’s order will immediately apply in order to cut off gangers’ economic support through criminal and administrative sanctions. This action is expected to disintegrate the gangs and eliminate the source of social chaos.
The Commisioner of TCPD Tsai Tsang-Po expressed that the police was destined to maintain social order. Continuous law enforcement, investigation and raids, especially on fraud, violent debt collection agencies, firearms or major drug cases, demonstrate the police’s determination of seizing criminals and eliminating crimes. Upholding the principles of “being thorough in exterminating an evil and discovering the truth”, TCPD has not only mandated all police officers to eliminate problems on social orders for the public, but also appealed to lawbreakers not to take chances and try to commit crimes, as TCPD would hunt them down and take strict actions on all criminal cases.
