13th Daqing Urban Land Readjustment

  1. Located across Nantun District and South District, the 13th Daqing urban land readjustment area is close to Chung Shan Medical University and Daqing Railway Station. It has an area of 63 hectares. On its west side is Huanzhong Road (Line 2 of Taichung Living Circle), which connects to Line 3 of Taichung Living Circle and Nantun Interchange and Taichung Port Interchange of National Highway. In its center is Wenxin South Road, which connects to Zhongtao Highway, the main road for Beitun District to access Wufeng and Nantou. To the south is Jianguo Road, which is the main route to the downtown and the Taiwan High Speed Rail Wuri Station. Therefore, the Daqing readjustment area is an important transportation hub. After the MRT stations are constructed in the future, traffic back and forth to the Daqing readjustment area is even more convenient, leading to more prosperous commercial and industrial activities in the living circles near the University and the Railway Station. As this readjustment area is also close to Taiwan High Speed Rail Wuri Station, it has become even more important in the transportation network in the future.
  2. The overall urban landscape imagery for this readjustment area is designed under the concept of public art. For example, the “points" are the bridges across the stream; the "lines" are the roads in the area and Nantun Creek and Tuku Creek; and the "plane" is composed of all the public facilities and the lands for the construction of street blocks. The use of "point," "line," and "plane" in the overall planning differentiates this urban land readjustment area from the other zones, most of which have designed their bridge into "arch" or "cable-stayed" models. Instead, we have designed and set up eight landscape bridges over Nantun Creek, Tuku Creek and the reflux ditch under the Xichuan 2nd Road, after we have taken into account the local cultural characteristics, the structural safety, and such concepts as natural ecology, environmental sustainability, energy saving and carbon reduction. Meanwhile, the reflux ditch under the Xichuan 2nd Road will be converted into an ecological landscape channel.
  3. During the development stage of this readjustment area, we have resolved the conflicts related to the Macipu Historical Site (麻糍埔遺址), the old Nantun Creek and the precious old trees. For the Macipu Historical Site, we have commissioned the National Museum of Natural Science to conducttest excavations and it was found that the Sites is rich in prehistoric legacy from the cultural layers of Niumatou (牛罵頭), Yingpu (營埔) and Fanchi (番仔).Thus, the Macipu Historical Site has been specified as a historic site by Taichung City Government since 2013. The old Nantun Creek has also been registered as a cultural landscape since 2014 for its historical significance in witnessing the process of our ancestors tracing upstream the old Nantun Creek to develop the Nantun region. For the precious old trees within the zone, we have tried our best to change the roadways to preserve them at the original places and/or designated a green space for their growth. Protection of trees is always our goal.
  4. It is hereby declared that the urban land readjustment area in Taichung City has entered into a new era, and we are creative in the planning and the implementation of an urban land readjustment project. We always take into consideration such important factors as cultural assets, eco-city, flood control and drainage, and visions for regional construction and development. We always pay great attention to the feasibility to preserve and maintain the above-mentioned factors.
