Principles of Chinese naming for foreigners, stateless people and their children

I. As there is an increasing number of foreigners and stateless people becoming R.O.C residents due to marriage or naturalization, to respect culture diversity and respond to public opinion, the Chinese naming can be used for conducting household registration for those foreigners under the following principles:
(A) Chinese names shall be used for household registration for foreigners, stateless people and their children who become R.O.C. nationals due to marriage or naturalization.
(B)The use of Chinese names for the prescribed people shall be in line with our national habit: the last name is in front of the first name; for people without last name, first name solely shall be registered. The Chinese naming can should be translated by the sound of original name with existing Chinese characters and without punctuation marks or space.
(C)The change of family name, last name or first name of foreigners, stateless people or their children should be in accordance with the Civil Law, Name Act and relevant regulations.
(D)The foreigners, stateless people and their children with Chinese name could apply for name change once.
II. The administrative organizations, including the Ministry of Foreign Affairs and National Immigration Agency, should be consistence in the Chinese naming regulation for foreigners and stateless people; the prescribed principle should be applied whenever Chinese naming is required for VISA application, Alien Resident Certificate, household registration or naturalization.
III. The Department of Household Registration and National Immigration Agency will edit advocacy information on Chinese naming for foreigners and provide to overseas representative offices in a month to assist the naming and void misuse of indecent word.
