A. Legal Basis:
In accordance with the Article 14-2 of Waste Disposal Act that provides that for the clearance and disposal of general waste described in the foregoing paragraph, the Implementing Agencies may acquire authorization from superior Responsible Agencies before entrusting the foregoing work to a publicly or privately owned waste management organization ; or conduct according to the method approved by the RACGL, we have drafted this plan to facilitate the implementation of resource recovery affairs. In the drafting process, we have paid special attention to how the non-mandatory general recyclable waste is currently handled by the existing waste management organizations and how the industrial waste is recycled, utilized and managed. This draft plan shall be submitted to the Environmental Protection Administration (EPA) for approval before it is implemented.
B. Application area: Taichung City
C. Types and sources of applicable general waste:
Non-container paper, iron and aluminum, plastic, and glass generated by households and non-public institutions; mobile phones, CD-ROM, and general waste objects that should be recycled by those waste management organizations declared by Taichung City Government (hereinafter referred to as such waste).
D. Clearance and disposal methods
(A) After such waste is cleared and collected by the recycling professionals, it shall be delivered to a processing agency by the recycling professionals, processing agency or a legally commissioned transport company. Such waste shall be then classified and compressed before it is sent for reuse.
(B) The waste recycling professionals within our jurisdiction should meet the following criteria:
1. A public or private organization with waste clearance licenses and/or permits.
2. A waste recycling professional for mandatory recyclable waste.
3. A company whose business registration certificate covers such businesses as waste collection, waste disposal, resources recycling, or wholesale trade of recycled materials.
4. A manufacturer, importer, or seller of such waste who collects such waste for reverse recycling.
5. A non-profit organization approved by the government.
6. An environmental volunteer team under a neighborhood office of the city government.
7. Scavengers.
(C) If waste mobile phones, used clothes, furniture worthy of reuse, discarded small household appliances, and second-hand items can be repaired for re-use, they shall be only reused but can never be re-assembled and sold as new items.
E. Handling
Organizations that reuse the recycled products must be those which have already been registered with the competent authorities or those allowed by law not to be registered. They should also meet the following waste recycling regulations:
(A) Waste paper (non-container class)
1. Reuse purposes: pulp or raw materials for paper.
2. Principal products of the re-using organization are pulp, paper products and other related products.
3. The re-using organization should have related equipment to cut, scatter, screen and purify the pulp.
(B) Scrap metal (non-container class)
1. Reuse purposes: raw materials for steel-making.
2. Principal products of the re-using organization are steel ingot, billet, steel casting, iron casting, or other related products.
3. The re-using organization should have the furnace (electric arc furnace, reverberatory furnace, high and low frequency furnace, cupola, dry boiler or oxygen converter) and other related equipment.
(C) Waste aluminum (non-container class)
1. Reuse purposes: raw materials for aluminum products.
2. Principal products of the re-using organization are aluminum or other related products.
3. The re-using organization should have a melting pot and other related equipment.
(D) Waste plastic (non-container class)
1. Reuse purposes: raw materials for plastic products, auxiliary fuel for iron and steel plants, plastic cracking feedstock.
2. Principal products of the re-using organization are plastics, plastic pellets (plastic renewable tablets), plastic products, plastic pyrolysis oil products, or other related products. This restriction should not apply to the reuse of auxiliary fuel.
(E) Waste glass (non-container class)
1. Reuse purposes: raw materials for glass and ceramic tile products, and additives to the raw materials for concrete and asphalt concrete.
2. Principal products of the re-using organization are glass, glass crushed material, glass products, ceramic tiles, asphalt concrete, ready-mixed concrete, or other related products.
3. The re-using organization should have a kiln and related pollution control equipment or pre-processing equipment for waste glass (for such tasks as classification, cleaning, grinding and screening, etc.).
(F) Waste disc:
The processing organization must obtain Class A waste processing license for metal-plated waste plastic.
(G) Waste mobile phones and their chargers:
Their prototype can be repaired for reuse. They may be recycled according to the nature of materials.
(H) Used clothes
Their prototype can be reused. They may be repaired or restructured to be materials for clothing or fabric products.
(I) Furniture worthy of reuse
Its prototype can be reused. It may be repaired or restructured to be wood products.
(J) Waste cooking oil
1. Reuse purposes: raw materials for feed and soap, stearic acid feedstock or biodiesel feedstock.
2. Main products of the re-using organization are feed, soap, stearic acid, biodiesel or other related products.
(K) Waste spring mattress
1. Reuse purposes: iron products, raw materials for steel making, raw material for cast iron, and raw materials for iron chloride, ferrous sulfate or related chemicals.
2. Main products of the re-using organization are steel ingot, billet, steel casting, iron casting, ferric chloride, ferrous sulfate or other related products.
(L) Waste pottery, porcelain, brick, tile
1. Reuse purposes: raw materials for pottery, porcelain, brick, tile or crushed material, pellet raw material, asphalt concrete aggregates, land reclamation stuffs for non-agricultural engineering projects.
2. Main products of the re-using organization are pottery, porcelain, brick, tile, or crushed material, aggregates, asphalt concrete, or related building materials products.
3. The re-using organization should have pretreatment equipment for breaking, screening or grinding the waste.
(M) Waste timber
1. Use purposes: raw materials for pulp, additives to paper-making raw materials, oil-absorbing materials, raw materials for wood products, building materials, raw materials for active carbon, raw materials for electric wood powder, raw materials for atomic carbon, raw materials for organic matter fertilizer, raw materials for miscellaneous organic cultivation medium, fuel feedstock or fuel.
2. Principal products of the re-using organization are for pulp, paper products, oil absorbent, wood products, artificial wood-based panels (particle board, fiberboard or plastic plywood), active carbon, electric wood powder, atomic carbon, organic fertilizers, miscellaneous organic cultivation medium, fuel or other related products. This restriction shall not apply to those recycled products directly applied to fuel or building materials.
3. The re-using organization should have equipment related to fermentation, crushing or sorting, or boilers.
(N) Waste household decor
1. Reuse purposes: construction engineering materials, grading feedstock for engineering reclamation and road engineering, engineering reclamation materials, aggregates and building materials, additives to concrete materials, raw materials for brick and others. Such remnants generated during classification as metal shavings, shards of glass, plastic, and sawdust should be handled according to its respective management style.
2. The re-using organization should have sorting equipment or the ability to classify the waste.
(O) Waste small appliances
Their prototypes can be repaired for reuse. They may be recycled in accordance with the nature of materials.
(P) Second-hand goods
Their prototypes can be repaired for reuse. They may be recycled in accordance with the nature of materials.
(Q) Mercury thermometer
The processing organization must obtain Class A waste processing license for mercury and its compounds (total mercury).
F. Other provisions
(A) The recycling traders engaged in this plan should comply with the relevant provisions of Regulations Governing General Waste Recycling, Clearance and Disposal and the Waste Disposal Act.
(B) The recycling traders for non-container class of waste paper, scrap metal, aluminum scrap, waste plastic, waste glass should comply with the provisions of Methods and Facilities Standards for the Storage, Clearance and Disposal of Industrial Waste. They may adopt the open storage methods but the storage sites shall be equipped with drainage collection and treatment facilities.
(C) The reused products shouldmeet the national standards, international standards or related provisions governing such products.
Other re-use purposes, such as a DIY work or artistic creation for propaganda.
