As the host city of 2019 East Asian Youth Games (EAYG), Taichung has followed EAOC contract and Charter regulation to complete the schedule arrangement of 14 categories, total 124 competitions. On 7/24 the Extraordinary Council Meeting canceled Taichung’s right to host the Games, and took away the athletes’ right to participate. Taichung made every effort to prepare for the event, but ceased to be the hosting city owing to political factor. The decision has violated Olympics spirit and its regulation. The decision will go down to history, as Taichung making appeal to argue for athletes’ right to participate, says Mayor Lin Chia-lung, appreciating supports from all directions.

On the “Preparation and contingency for 2019 EAYG” meeting, Sports Bureau Director Wang Qing-tang stated current progress, difficulties and reactions made. A clip to promote the Games set to be on air in August is played during the meeting.

Going all out for the Games, Taichung has been given recognition by EAOC. Now a game of sports comes to a stop under political force has affected participants’ right to compete. The obvious violation of regulation will be marked, as Taichung proposes appeal towards a fair and square game. Meanwhile the stadium construction and athletes training will continue. Thank all support at this difficult time that united together to back Taichung up and the players for the right to host and to participate.

This is a manipulation controlled by China, which has violated EAOC’s true spirit and the basic regulation. Loser China controlled an unfair game that never started. The decision is made against Olympic Game’s spirit and will be forever recorded on the Olympic sports history of the world.

Chaoma National Sports Center, North District National Sports Center, and multifunction Sports Center are already in operation. The first one is equipped with three pools: competition pool, diving pool, training pool; the multifunction Sports Center is set for Judo competition venue, says Director Wang.

Taichung Tennis Center has completed its preparation for soft tennis and tennis; Houli Equestrian arena for beach volleyball; both now await examination. Venues under construction include Taichung Velodrome, Taiwan Provincial Stadium, National Chung Hsing University Stadium, Chungkang High School Stadium, Dali High School, and Shuangshi Junior Stadium.

Director Wang indicated that competition affairs is conducted according to EAOC contract and the progress set out by the Committee. 14 categories, total 124 competition have completed its schedule arrangement. General Managers of competition have been appointed. Others such as technique manuals for 14 categories, medley, test match, space arrangement and facility specifications, have all been completed.

As per Director Wang, the Extraordinary Council Meeting on 7/24 was held without notice 60 days prior to the meeting date, nor has the agenda being sent to all members 30 days before set date as per Charter’s regulation. The voting was taken by show of hands, plus Taichung Preparation Committee was not invited as stakeholder to the subject. The right to host is deprived in rude and unreasonable manner.

Legislation Bureau Director Wu Zi-sheng indicated that, it is based on regulations and contract that the city government proposes appeal. The action is not out of emotional ground. Since the contract made with Taichung city, the Games host, and EAOC, regulations should be followed by both parties. Taichung city has been following the procedure set out in the contract without any violation. According to procedure, the Committee assembly rules must be abided to hold said meeting, however the EAOC has failed to comply with.
