A. Documentation required when you purchase a vehicle
You will need the following documents to register your new vehicle:
1. Two New License Plate Registration forms
2. Ex-factory certificate and commodity tax paid (exemption) certificate
3. Official invoice
4. For an imported vehicle, import certificate and commodity tax paid certificate issued by the customs office
5. For an imported, used vehicle, you will also need an approval document of vehicle model safety inspection issued by the Ministry of Transportation and Communication.

If you are registering a used vehicle you will need:
1. Original and photocopy of ID card, Residence Permit or valid driving license of both the buyer and seller
2. Seals of both the buyer and the seller (if the vehicle is registered in an individual name, the owner’s signature is sufficient)
3. New License Plate Registration form
4. Motor license
5. New owner’s proof of valid compulsory motor liability insurance
6. Cash or ATM card (for paying fuel charge, license plate tax, any outstanding fines and fees)
7. Receipts for fuel charge, license plate tax and fines. If you are registering a motorcycle, you do not need to supply a fuel charge receipt.

Notes:
1. If your vehicle is more than ten years old, you must first have a non-periodical vehicle inspection completed. You will need the following documents:
(1)Motor license
(2)Valid proof of valid compulsory motor liability insurance
(3)New License Plate Registration form (owner’s slip)
(4)Assignment registration form
(5)If your vehicle has not already been inspected, you must apply to Motor Vehicles Office for an inspection before the transfer is registered.
2. You must first discharge any property guarantee registration
3. The assignment fee for a motor car is NT$200, or NT$150 for a motorcycle. If your motorcycle license is due to expire within one month you must pay a two-year fuel tax levy. If your assignment involves a transfer from another administrative district, you will have to pay a NT$30 cross district transfer fee.
4. You may not assign a vehicle less than three days after registration
5. All forms are available from the information desk, free of charge. When you have completed your forms, please check that there are no outstanding fuel charge and license plate tax using the computerized checking system.

B. Instructions for current motor vehicle owners:
l Documents required for periodical vehicle inspection:
1. Motor License (or an infringement report noting that your license has been suspended, if you have exceeded the date on which the vehicle inspection was due)
2. Valid proof of valid compulsory motor liability insurance
3. New License Plate Registration form (owner’s slip) (individual passenger cars are exempted)
4. Fuel charge receipt for the most recent year/quarter
5. If your vehicle is gas powered you must also provide a inspection certificate issued by the eligible firm for modifying carried out within the latest month
6. Inspection Fee:
Small car : NT$450
Large car : NT$600
Cross district handling fee : NT$30 to be added to any other administrative district charges.

Notes:
1. Private cars less than five years old do not require inspection. Those between five and ten years old must be inspected annually. Cars more than ten years old must be inspected twice yearly. If the car uses LPG or compressed natural gas, or if it is used for commercial purposes, even though it is less than five years old, it must be inspected annually. Vehicles in these categories must be inspected twice yearly if they are more than five years old.
2. Owners must apply for inspection within one month prior to or following the due date.
3. If your vehicle is not inspected within this time limit, the owner is liable to a fine of between NT$900 and NT$1,800. If the lapsed time exceeds one month, the license plates will be suspended until an inspection is completed. If the lapsed time exceeds six months, the license plate will be cancelled.
4. If the vehicle is recalled and repairs are not made within one month, or the vehicle fails a repeat inspection, the license plate will be suspended.
5. Repeat inspections carried out on the same or following day as the original inspection are free of charge.
6. Repeat inspections will relate to the failed items on the original inspection. Those items which are not fixed within two days will be subject to an inspection charge.

Documents required to renew a motor license after expiry
1. The original motor license
2. Valid proof of valid compulsory motor liability
3. If you are renewing a motorcycle license, you will be required to pay a two year fuel charge levy
4. Cash or ATM card (for paying outstanding fuel charge and license plate tax, plus any outstanding fines and fees)
5. Receipts for fuel charge, license plate tax and fines (motorcycles are exempted from fuel charge receipt)

Notes:
1. If the designated inspection date noted on the motor license has passed, you must have the vehicle inspected
2. The motor license fee is NT$200 for a car and NT$ for a motorcycle, plus a two-year fuel charge levy. If the license involves a transfer from another administrative district, you will have to pay NT$30 cross district transfer fee.
3. The fuel charge levies for a two-year term are:
50cc or less: NT$600 51-125cc: NT$900
126-250cc: NT$1,200 251-500cc: NT$1,800
501cc or more: NT$2,400

Documents required for a non-periodical vehicle inspection:
1. Motor license
2. Valid proof of valid compulsory motor liability
3. New License Plate Registration form (owner’s slip)
4. Traffic ticket or notification of non-periodical inspection

Documents required if the vehicle has been suspended, annulled or if it is obsolete:
1. Alien residence certificate, business registration document (if the owner is a business)
2. Seal of the owner (if the vehicle is registered in the name of an individual, the owner’s signature is sufficient)
3. Two license plates for a motor vehicle or one for a motorcycle. If the license plate has been lost a certificate of lost license plate, issued by the police, is required.
4. New License Plate Registration form (Original vehicle registration document)
5. Motor license
6. Cash or ATM card (for paying outstanding fuel charge, license plate tax and any fines)
7. Receipts for fuel charge, license plate tax and any fines paid (to check for tax refund)

Notes:
1. If you wish to annul the license because the vehicle is obsolete, You must first discharge any property guarantee registration and provide a letter of consent from the loan company.
2. Licenses will only be suspended for a maximum of one year. Resumption must be applied for from the road control agency or original registration issuer
3. You may not reapply for a license for a vehicle that has been reported obsolete.
4. All forms are available from the information counter, free of charge. After completing the forms, if you are registering a motor vehicle, please check any outstanding license or fuel tax levies using the computerized system.

Documents required for re-issuing a license plate for a vehicle when the license plate has been annulled, suspended or cancelled:
1. New License Plate Registration form (owner’s slip) (Original vehicle registration document)
2. Two New License Plate Registration forms
3. Change registration relating to the original annulment or cancellation or the execution notice or action order for the original suspension or cancellation of the license plate

Documents required if the vehicle or motorcycle has been stolen:
l the license plate suspended if the vehicle or motorcycle has been stolen:
1. Alien Residence Certificate, business registration document (if the owner is a business)
2. Seal of the owner (if the vehicle is registered in the name of an individual, the owner’s signature is sufficient)
3. Stolen vehicle certificate, issued by the police
4. New License Plate Registration form (Original vehicle registration document)
5. Motor license
6. Cash or ATM card (for paying outstanding fuel charge, license plate tax and any fines)
7. Receipts for fuel charge, license plate tax and any fines paid

Notes:
1. You must first discharge any property guarantee registration and provide a letter of consent from the loan company.
2. If the original vehicle registration documents or motor license have been lost, you may request renewal of these at the same time. When requesting the new registration documents, please also provide a copy of your Alien Residence Certificate.
3. All forms are available from the information counter, free of charge. After completing the forms, if you are registering a motor vehicle, please check any outstanding license or fuel tax levies using the computerized system.

Inspection for the re-issue of a license plate may be carried out after reinstatement following cancellation, annulment or suspension of a license plate. Documents required are:
1. New License Plate Registration form (owner’s slip) (Original vehicle registration document)
2. Two New License Plate Registration forms.
3. Original annulment or cancellation registration or the execution notice or action order for the original suspension or cancellation of the license plate.
4. Vehicle recovery certificate issued by the policy, if the vehicle has been found following license annulment.

If a stolen vehicle is recovered without the license being annulled, a non-periodical vehicle inspection must be carried out. The documents required are:
1. Motor license
2. Valid proof of valid compulsory motor liability
3. New License Plate Registration form (owner’s slip)
4. Certificate of recovery issued by the police

Documents required if the motor license is lost, damaged or if you wish to register your change of address:
Lost or damaged license:
1. Alien Residence Certificate, business registration document (if the owner is a business)
2. Seal of the owner (if the vehicle is registered in the name of an individual, the owner’s signature is sufficient)
3. New License Plate Registration form (owner’s slip)(Original vehicle registration document )
4. Valid proof of valid compulsory motor liability
5. Damaged motor license
6. Cash or ATM card (for paying outstanding fuel charge, license plate tax and any fines)
7. Receipts for fuel tax, license tax and any fines paid(motorcycles are exempted from providing a fuel charge receipt)

Lost or damaged license plate:
1. Alien Residence Certificate, business registration document (if the owner is a business)
2. Seal of the owner (if the vehicle is registered in the name of an individual, the owner’s signature is sufficient)
3. New License Plate Registration form (owner’s slip)(Original vehicle registration document )
4. Motor license
5. Valid proof of valid compulsory motor liability
6. Lost license plate report, issued by the police
7. If only one plate has been lost, you must submit the remaining one
8. Damaged plate (if applicable)
9. Cash or ATM card (for paying outstanding fuel tax, license tax and any fines)
10.If there are any finance charges outstanding a letter of consent from the loan company must be provided
11.Receipts for fuel charge, license plate tax and any fines paid (motorcycles are exempted from providing a fuel charge receipt)

Change of address:
1. Alien Residence Certificate, business registration document (if the owner is a business)
2. Seal of the owner (if the vehicle is registered in the name of an individual, the owner’s signature is sufficient)
3. New License Plate Registration form (owner’s slip)(Original vehicle registration document )
4. Motor license
5. Valid proof of valid compulsory motor liability
6. If there are any finance charges outstanding a letter of consent from the loan company must be provided
7. Cash or ATM card (for paying outstanding fuel charge, license plate tax and any fines)
8. Receipts for fuel charge, license plate tax and any fines paid (motorcycles are exempted from providing a fuel charge receipt)

Notes:
1. If the designated date for inspection of the vehicle has passed, please have the vehicle inspection carried out through Motor Vehicles Office before applying for the new license plate.
2. When a new license plate is reissued due to loss or damage of the plate, or if the plate is recovered after being lost, even if you have not had to complete the reissue procedure, the vehicle must be inspected.
3. If the original registration document or motor license is lost you must also submit a photocopy of your Alien Registration Certificate. If there are any finance charges outstanding a letter of consent from the loan company must be provided. If you lose or damage your license plate you may not receive a new one with the same license number.
4. You may not register a change of address of a vehicle subject to a finance agreement outside the administrative district where you registered.
5. The car license plate fee is NT$600 and the motorcycle license plate fee is NT$300. To renew a motor license, the fee for a car is NT$200 and for a motorcycle it is NT$150. If your motorcycle license is due to expire within one month you must pay a two-year fuel tax levy. If your application involves a transfer from another administrative district, you will have to pay a NT$30 cross district transfer fee.
6. All forms are available from the information counter, free of charge. When you have completed your forms, please check that there are no outstanding license or fuel tax fees using the computerized checking system.
