Can the video monitors installed at the intersections be used for accident identification purposes?

The video monitors installed at the intersections by the Transportation Bureau are meant to provide real-time images of the traffic conditions at the intersections for the planning of traffic control strategy or the time adjustment of traffic signals. The camera lens must be able to rotate 360 degrees for the monitoring of the traffic flows from all the four directions at any time and there is no need to store the historical images. As a result, those video monitors can not provide images for incident identification.
