To reduce frequencies for the public to go to government agencies and risk the COVID-19 infection, the Taichung City Transportation Bureau now offers refund services of paper monthly passes for public parking via registered mail. During the alert level 3 of the pandemic announced by the Taichung City Government (and up), the public can send the monthly pass that shall be refunded via a registered mail to the Bureau and the refund amount will be calculated from “one day before” the mailing date to the last validate dated of the monthly pass. Refunds will be given via bank transfer. The public does not need to go to a counter of the Bureau for refunds in person. Director General, Yeh Chao-Fu, said due to the severe situation of the pandemic, refunds for monthly passes via registered mails are now available for the public. According to the Rules Governing Issuing and Sales of Monthly Passes of Taichung Public Parking Lots (hereinafter referred to as the Rules), after using, a monthly pass for a car shall be deducted NT$120 per day (calendar day) while for scooters, the amount shall be NT$20 per day. After reduction, if there is any residual amount of the said pass, refunds shall be provided according to the Rules. If refunds are requested via registered mails and the pass includes multiple months, refunds for a whole month will be given. The Bureau will pay the handling fee as refunds requested over the counter. The rights to request funds will not be affected. If a user will not use his/her paper monthly pass and would like to ask for refunds, a refund application form, monthly pass and a duplicate copy of the savings account book for transmission shall be attached to the registered mail (downloads are available at the convenient public services on the website of the Taichung City Parking Management Office/Type of Monthly Pass/Application Form of Taichung City Monthly Pass Refund-Download for Refund Request via Mail). If the name on the saving account book is not that of the car owner’s, a duplicate copy of the vehicle license registration certificate is also attached and complete documents shall be mailed to the Taichung City Parking Management Office (Monthly Pass Refund Operation Team at #101, Minquan Rd., West District, Taichung City 403418).
