Taichung has a stable climate and rich views of the mountains, seas, and urban village. The City Government has been working hard on building a city that is friendly to the film and television industry; and on assisting film/television production crews in, based on the artistic or commercial attributes of their works, applying for incentives and subsidies that meet their needs. With the donation of the Information Bureau donated, the Taichung Film Development Foundation was established in 2016 to market the City with films. Mayor Lu Shiow-Yen, who is also the chairperson of the Taichung Film Development Foundation, stated that film and television works could cross cities and countries. She also expressed her aspiration that, through exchanges, co-productions and film exhibitions, more film/television production crews will be attracted to the City, connecting Taichung with the international community and letting the world to see Taichung.
At the municipal administrative meeting held by the City Government today (on the 21st), CEO of the Taichung Film Development Foundation (hereinafter referred to as the Foundation) Ying-Chih Lin gave a dedicated report on "Taichung's 'Good' Movies: Marketing the City with Film and Television Works”. Mayor Lu responded that, although Foundation was short-staffed and had little budget, it had actively provided co-production services to meet the various needs of film/television production crews. Specifically, if any film crew has to stay in Taichung for a long time due to the filming, the Foundation will make its greatest effort to let them feel the friendliness of Taichung and help them to overcome all difficulties by coordinating with various bureaus and departments. For example, when shooting on the street, the Foundation would contact the Traffic Bureau and the police station to assist the crew in the road closure; when shooting in a park, it would contact the Construction Bureau and district office, asking for their help; and, whenever it is necessary, it would assist the crew in borrowing the storefront of or objects from a store to facilitate the shooting.
Mayor Lu indicated that the City Government attached a great importance to the development of the film and television industry. Apart from the expenditure that the film/television crews spent on eating, clothing, staying and travelling in Taichung, film and television works will also let more people to see Taichung and will attract more film crews from or outside the country to Taichung. To support the film and television industry, the City Government also subsidizes its selected crews and holds film festivals and special exhibitions, such as the Movie Godfather Li Hsing’s 90th Birthday Celebration Film Festival, each year. All of these requires a very long time for the preparations and execution thereof. Furthermore, the City Government also actively manages the Central Taiwan Film Studios and Zhong Shan 73 Cinema Art House. All of these require a lots of efforts and Mayor has specialliy delivered her gratitude to the Foundation and colleagues of the City Government.
CEO Lin stated that it was the Foundation’s aspiration to contribute its professionalism to effectively connect the resources of the industry, government, and academia. As the Foundation’s chairman is concurrently served by the mayor at the moment, it not highlights the fact that the City Government pays a great attention to the development of the film and television industry, but also indicates how the City Government has incorporated its department heads into the system in order to effectively integrate its resources into and efficiently support the industry. Moreover, the Foundation also invited Director Yu-Ning Chu and Chairman of the Taiwan Film and Audiovisual Institute Tony Lan to join the Foundation, hoping that their expertise will contribute to the development of the City’s film and television industry.
According to CEO Lin, many film and television works were or will be shot in Taichung. For example, Cultural Affairs Bureau’s supported "Gold leaf" was shot at Dali Tobacco Farm; "The Arc of Life" was shot in Taichung Sheng Ji New Village and 7th Redevelopment Zone; "The Mirror" was filmed at the City Hall; "My Best Friend's Breakfast" was filmed in Liming New Village, West District and the now famous Longjing Confession Railroad Crossing; "You're Name Engraved Herein" was shot at Taichung Park and Dadu Mountain and succeeded in bringing the beauty of these places to the audience; and "Great Buddha+" and "Classmates Minus" directed by Huang Hsin-Yao Huang also successfully marketed tourist attractions of Taichung.
Moreover, the City has Taiwan's first film base, “Central Taiwan Film Studios”. It is the biggest film studio in Taiwan and has the most advanced virtual photography equipment and the largest wave pool in Asia, providing film/television production crews with a professional shooting environment and perfect hardware equipment. On the other hand, Zhong Shan 73 Cinema Art House, known as the only art cinema in Central Taiwan, is a vital film and television cluster in central Taiwan. In addition to regular film screenings, it also digitally exhibits the history and development of Taichung’s film and television industry to provide visitors with unlimited information in a limited space. Taichung has good mountains, good water, and good weather and the City Government’s continuous polices for promoting the film and television industry provide Taichung with a "better shooting environment”. It is the City Government’s aspiration that, through film and television works, more people will know about the wonderfulness of Taichung.
