Taichung Mayor Shiow-Yen Lu chaired a road report on traffic safety supervision today (27th), aiming at the issue of pedestrian safety in Taiwan, which has received much attention recently. She stated that the central and the local government are now vigorously improving this problem, and Taichung, one of Taiwan's major cities, must actively improve it. She stressed that it is necessary to maintain road safety to respect pedestrians and guarantee their security. And remind all units to enforce the law vigorously and persistently to ensure the safety of everyone. Mayor Lu also urged drivers to obey traffic rules and emphasized that everyone has a responsibility and obligation to drive in an orderly, smooth, and safe manner .

Regarding the monthly pass project that citizens are concerned about, Mayor Lu said that Taichung City’s citizen program adheres to the concept of citizens first. If citizens use it in the urban area, they can use the pass as much as they want at NTD 299 per month, including the Taiwan Railway. If it is the Little League between Taichung, Changhua, Nantou, and Miaoli, Taichung citizens only need NTD 699 per month to travel through the league cities, both of which pass are the cheapest in the country. As for the launch date, Mayor Lu explained that since the monthly pass involves central subsidies, it will not be implemented until the subsidies are available. Currently, the Ministry of Transportation and Communications plans to launch it online on July 1, which will be consistent across the country.
In addition, Mayor Lu brought up several recent traffic policies, and the first is the smiling face bell service light. In the past, people had to wave to the bus driver to take the bus, which was very dangerous and hurried. Now equip service lights to let citizens press the lights in the bus shelters. It is not safer, but the driver can also know that passengers want to take a ride and prepare for the stop in advance. Currently, 136 places in the city have installed service lights, and the response is good. Therefore, the city government will fight for funds to expand another 100 smiling face bell service lights, hoping every bus shelter will have this device later.

Second, the city government aims to be more pedestrian-friendly. Third, "Lishan Happiness Bus" won the champion of the social group in the 110th Annual Public Road Transportation Planning Competition of the Ministry of Transportation and Communications. It is necessary to use local vehicles instead of buses to enter because of the remoteness of some areas. Hotai Motor donated passenger cars, local associations operated, and CPC Corporation, Taiwan donated 50,000 liters of fuel, allowing villagers to enter and exit through passenger cars. The central government has affirmed the planning and design.

In today's road report on traffic safety supervision, a project report on "License Plate Management and Promotion of mini electric two-wheel vehicles" was also conducted by the Taichung Motor Vehicles Office, Directorate General of Highways, Ministry of Transportation and Communications. According to Mayor Lu, the city government has attached importance to road safety for citizens. And they have officially implemented the listing and management policy for mini electric two-wheel vehicles since the end of last year. It is necessary to remind people who have purchased mini electric two-wheel vehicles as soon as possible to encourage car owners to register and apply for license plates early. Those who complete the registration before the end of December this year can save NTD 450 on processing and license fees.

According to Taichung Motor Vehicles Office, electric bicycles that mainly rely on electricity and are slow-moving vehicles, were not required to apply for a license plate or compulsory automobile liability insurance in the past. This resulted in modifications, speeding, increased traffic accidents, and difficulty settling claims for accidents. Last April, the Ministry of Transportation and Communications completed the revision of the law. And rename it a mini electric two-wheel vehicle (mini-electric vehicle), which has been on the road since November 30. People register and obtain a number plate, apply for compulsory insurance, and comply with regulations such as road management before riding a mini-electric vehicle. Remind the public to prepare documents like the original national identity card (or overseas compatriot identity certificate), seal, factory certificate, unified invoice (if lost, the original owner shall handle it in an affidavit Letter), and a compulsory automobile liability insurance certificate with a valid period of more than 30 days when applying for the licensing of mini-electric vehicles.

The Taichung Motor Vehicles Office indicated that the main groups of micro-tram rides include foreign migrant workers, senior citizens, students, etc., according to statistics. The motor vehicles office has specially launched a "get to site service" convenience measure to make it easier for those people applying for a license for the mini-electric vehicle in use.
