The Transportation Bureau of the Taichung City Government purchased 3,000,000 Flora Expo Cards for the 2018 Taichung World Flora Exposition. Nevertheless, due to concerns regarding personal data protection during the application and receipt process, some citizens were unwilling to apply for Flora Expo Card. To avoid wasting resources, the Bureau plans to invite citizens who have registered their households in Taichung City and have never received a Flora Expo Card to apply for a “Flora Expo Commemorative Card”. Additionally, individuals who have relocated to Taichung from other counties and cities, newly married foreign couples, and couples applying for a marriage registration have also been added to the list. The City Government welcomes people to settle in Taichung.
Director of Transportation Bureau Yeh Chao-fu stated that due to the continuous efforts of the City Government to resolve disputes arising from the fulfillment of the World Flora Expo Contract, all issues have been settled. Therefore, the City Government plans to immediately launch a plan to reintroduce the use of Taichung's Flora Expo Card. The City Government has already completed all necessary preparations and plans, under the principles of having their personal data protected and of not wasting public funds, to welcome qualified citizens to apply and receive their “World Flora Expo Commemorative Card” from designated locations starting from April 10.
“The policy for applying for the Flora Expo Commentative Card remains one card per citizen” said Director Yeh. Those who ever applied for and received a Flora Expo Card during the 2018 Taichung World Flora Exposition are no longer eligible to apply; those who have never applied for a Flora Expo Card should bring the original copy of their National ID Card (for those who do not have a National ID Card, it may be replaced with the National Health Insurance Card and the original copy of the Household Certificate or Household Registration Transcript) for the application. Those who have been appointed or entrusted to apply for the card shall bring the applicant’s and their own personal ID certificates and fill in a letter of proxy.
The Bureau further explained that, in addition to citizens who never received a Flora Expo Card during the 2018 World Flora Exposition, individuals who have relocated to Taichung from other counties and cities, newly married foreign couples, and couples applying for a marriage registration have also been added to the list. The City Government will, with the Floral Expo Commentative Card, welcome them to arrive in or move to the happy and livable Taichung City. The Floral Expo Commentative Card is used as the EasyCard on the market and will be issued as a non-personalized full-fare ticket. How to apply for and receive the Flora Expo Commentative Card? The Bureau stated that qualified citizens could bring their certificates to any of Taichung’s 29 district offices or household registration offices; Taichung MRT station (MRT Songzhu Station, MRT Wenxin-Zhongqing Station, MRT Taichung City Hall Station, MRT Wenxin Forest Park Station and MRT Daqing Station); or the parking fee collection window of the Taichung City Hall or Transportation Bureau during their operating hours, except for MRT stations (which is from 5 p.m. to 9 p.m. in weekdays and 8 am to 11 am on holidays; no related service is provided during national holidays).
Director Yeh emphasized that upon receipt of the Flora Expo Commentative Card, citizens could apply for “double-ten bus rides” service to have discounted rides. This means that any ride under 10 km will not be charged and any rides exceeding 10 km will be charged NTD10 only. By combing the “double-ten bus rides” services and Flora Expo Commentative Card, citizens can swipe their card when taking a bus ride to receive a discounted fare. However, it is important to note that, if citizens have an old transportation card that previously had the "double-ten bus rides" service, this service will be deactivated to comply with the "one card per citizen" policy.
The Bureau reminded that the “citizens only” transportation card should be used only by citizens themselves and that the Bureau would send inspectors to conduct irregular inspections on the bus. If it is found that a transportation card has been transferred or borrowed for use by others, the card holder will have his/her ride discounts cancelled for at least one year from the day of discovery. It is urged that citizens should not test the law with their actions.
