First-ever five-star Mayor of Taichung City! Global Views poll: Mayor Lu's satisfaction rating hits a new high, breaking 72.6%

According to the "2023 County and City Mayor Governance Satisfaction Survey" released by Global Views Monthly today (on the 30th), Mayor of Taichung City Lu Shiow-yen's governance satisfaction rating and governance score have achieved remarkable results after Mayor Lu took office. This year, the satisfaction rating and governance score reached 72.6% and 74.1 points, respectively. These achievements not only sets new records for Taichung since it became a municipality, making her the first-ever five-star Mayor of Taichung City. This marks the best performance of Taichung City after the upgrading in the past 13 years and also earned Mayor Lu the Best Progress Award in this year's Global Views Monthly.

The Taichung City Government pointed out that, in this survey, Mayor Lu achieved a record high satisfaction rating of 72.6%, making an increase of 10.7% compared to last year. The dissatisfaction rate of 13.9% also reached a historic low. The average satisfaction rating in the eight major aspects surveyed by Global Vision Magazine reached 68.8%, ranking first among the six municipalities. Taichung City has shown improvement in all eight aspects compared to last year. Among them, "medical health" performed the best, receiving affirmation from 81.5% of the citizens; the satisfaction rating for "roads and transportation" was 62.7%, both of which were the highest among the six municipalities. In addition, "education," "firefighting and public safety", and "tourism and leisure" all achieved over 70% satisfaction rating, demonstrating remarkable performance.

The city government stated that Mayor Lu adheres to the governing philosophy of "placing importance on people's livelihood and minimizing politics". Examples like education, culture, environmental protection, economy, social welfare, transportation, and public safety, all of them are very important development projects during her tenure, helping to transform Taichung into a happy and livable city. In terms of municipal construction, international-level projects such as the Taichung Dome and Exhibition Center, and Taiwan’s first art museum and library in one “Taichung Green Museum" are about to be commenced or finished. Besides, the comprehensive planning for the Blue Line of the metro system has been approved by the Ministry of Transportation and is awaiting review by the Executive Yuan. The start of construction for the second metro line is just a step away.

Furthermore, the city government is committed to creating a friendly environment for childcare. Initiatives such as expanding public childcare centers and kindergartens, establishing parent-child facilities in every district, constructing Meile Park, and providing childcare rent subsidies are implemented to encourage young people to have and raise children accordingly. The government is also promoting the construction of 10,000 social housing units, and collaborating with the central government to achieve the goal of 18,000 units. Furthermore, the "Taichung Good Home 567 777" program, considered the most favorable scheme among the six municipalities, offers discounts on rent for the first three years: 50% in the first year, 60% in the second year, and 70% in the third year, ensuring affordable housing for youth and realizing housing justice. In terms of transportation, projects such as the Double Ten Bus and the unlimited monthly transit pass for NT$299 have also been promoted. As for elderly’s welfare, initiatives such as reinstating elderly healthcare subsidies and increasing transportation subsidies for the Elderly Love Card have been resumed.

The city government also mentioned that, in order to stimulate the post-pandemic economy, the fourth Taichung Shopping Festival was held last year, with a record-breaking registration amount of NT$35.8 billion, driving the local economy in Taichung by approximately NT$46.8 billion. With a focus on both investment attraction and post-pandemic recovery, Taichung's economy has been thriving. According to the latest statistics from the Ministry of Economic Affairs, Taichung topped the nation in 11 economic indicators in the fourth quarter of last year. Furthermore, the city government stated that, through the evaluation of various governance aspects in the Vision Magazine poll, the municipal team has been able to reflect, improve, and continuously enhance the quality of governance. In the future, the municipal team will continue to work with a steadfast and humble spirit to realize the city's vision of "Enriching Taichung, Creating a New Good Life" to make Taichung a happier and more livable city.
