A. A foreign national applying for ROC naturalization must have basic language skills and common sense of basic rights and duties of a ROC citizen. Such a regulation is intended to:
(A) Strengthen a foreign national’s motivation to learn the national language of ROC, so that he or she can solve problems related to verbal communication or due to cognitive differences in rights or obligations and adapt to the domestic living environment as soon as possible.
(B) Encourage the spouse of a foreign national to participate in government-run basic adult education workshops and tutoring or training schools, so as to help enhance his or her parenting ability.
(C) Assist a foreign national and his or her spouse to understand the rights that a citizen can enjoy and the obligations that a citizen shall bear.
(D) All the Countries in the world (such as the US, Canada, Germany, New Zealand, South Korea, Indonesia, Vietnam, the Philippines, Singapore, Malaysia, Cambodia, Thailand and others) require a foreign national (including his or her spouse) applying for naturalization to possess a citizen’s basic language skills and common sense of basic rights and obligations, mainly because it is essential for a foreign national to adapt to the domestic environment and for the country to create a multicultural society.
(E) When a foreign national applies for ROC naturalization, it means that he or she must have basic recognition for our country and he or she has already lived in our country for at least 3 years and should have some basic verbal communication skills and concept of national rights and duties.
B. Anyone who possesses one of the following documents shall be identified as having basic language ability and common sense of national rights and duties of a ROC citizen:
(A) He or she has studied in a domestic public or private school for at least one year.
(B) He or she has participated in any educational programs offered by the domestic governmental authorities (including those held by the government authority itself and those entrusted to or aided by institutions, groups or schools) for hours specified below:
1. For general naturalization: more than 200 hours.
2. For special naturalization (such as the spouse of a ROC national or a person aged 65 or older): more than 72 hours.
3. For other special naturalization (such as the adopted children of a ROC citizen): more than 100 hours.
(C) A foreign national participating in the naturalization test (an exam for how much he or she has acquired the basic language skills and basic common sense of the rights and obligations of a ROC citizen) must get a passing score specified as follows (For either oral and written test in a naturalization test are 20 questions, each of which is worth 5 points, for a total of 100 points):
1. For general naturalization: 70 points or more.
2. For special naturalization (such as the spouse of a ROC national or his or her adopted children): 60 points or more.
3. For other special naturalization (such as a person aged 65 or older): 50 points or more.
Why should a foreign national (including his or her spouse) applying for ROC naturalization have basic language skills and common sense of national rights and duties? How to get the documents?
