How to apply?

Q1. Where can people apply?
A1. The New Civic Center, Transportation Bureau, District Offices, and Household Registration Offices of Taichung City; and MRT Green Line stations and libraries announced by the city government.

Q2. Can people fill in the information online before linking the electronic stored value card to the special offer?
A2. Sure! People who apply for a citizen-only commuting offer for the first time can fill in their basic information on the online application page (no need to further fill in the paper application). Then bring the to-be-linked electronic stored value card and prescribed certification documents to any of the application locations to complete the linking process, helping them to reduce the on-site waiting time.

Q3. Can people complete the linking process online instead of going to the counter in person?
A3. As the linking process requires a physical card, applicants are still required to complete the application in any of the designated locations in order to receive the citizen-only commuting offer.

Q4. What documents are required for the application of the "citizen-only" commuting offer?
A4.
● Citizens registered in this city should provide the original of their national ID card. For those who are under the minor age, a consent from their legal representative and the original copy of their national ID card are required for the application. Minors who have not applied for an ID card may provide the original copy of their national health insurance card, household certificate, or household registration transcript instead.
●Foreign spouses of citizens registered in this city (including those from the mainland China, Hong Kong and Macao) should provide the original copy of their valid ROC (Taiwan) Resident Certificate and the national ID card, household certificate, or household registration transcript of their spouses.
●Non-citizen students studying at schools below the university level in the city should provide the original copy of their national ID card and student ID card with valid and identifiable student status or a certificate of enrollment. Foreign students should provide the original copy of their passport instead of the national ID card. Student under the minor age should provide a consent from their legal representative and the original copy of their national ID card; if they have not applied for a national ID card, the original copy of national health insurance card, household certificate, or household registration transcript should be provided instead. (Note: A “student ID card with valid and identifiable student status” refers to a student card stamped with a "registration seal" of the current semester. If the student ID card does not have a column for the registration seal or is not stamped with the registration seal of the current semester, a certificate of enrollment should be provided instead.)
● For those who are entrusted to handle the card-linking process should provide the aforesaid documents, an electronic stored value card, and a power of attorney of/provided by the applicant, as well as the original copy of the entrusted person's national ID card.

Q5. Are applicants required to apply for the citizen-only commuting offer in person? When entrusting someone to handle the application, should the entrusted person have a family relationship with the applicant? Is there a maximum limit on the number of entrusted persons?
A5. No. Anyone who presents the requisite documents, an electronic stored value card and a power of attorney of/provided by the applicant, as well as the original copy of the entrusted person’s national ID card is eligible to complete the card linking process for the applicant. Besides, there is no maximum limit on the number of entrusted persons.

Q6. For citizens with physical or mental disabilities or limited mobility, how can they apply for card-linking?
A6.
● Citizens possessing the city’s Respect for the Elderly Love Card do not need to go through the application and card-link processes. They can enjoy the Double Ten bus discount directly with their Respect for the Elderly Love Card.
●Those who cannot complete the card-linking process in person can entrust another person to complete the process by presenting requisite documents and power of attorney of the applicant, as well as the national ID cards of both the applicant and entrusted person in any of designated application locations.

Q7. Should applicants under the minor age obtain a consent from both of their legal representatives?
A7. Applicants under the minor age only need to obtain the consent from one legal representative to apply for the citizen-only commuting offer.

Q8. Do parents (legal representatives) need to fill in a power of attorney when applying for card-linking or a children’s card for their children?
A8. Legal representatives are not required to fill in a power of attorney to apply for card linking or a children’s card for their children.

Q9. Applicants under the minor age should obtain a consent from their legal representative. Where should their legal representative sign to express their consent?
A9. When submitting a paper application, the legal representatives should sign in the field labeled “Personal Data Collection Notice and Statement” in the discount application form.

Q10. For applications submitted by minors, are “Personal Data Collection Notice and Consent Form” and power of attorney required if on-site procedures are handled by their legal representative? A10. After a minor’s application is filled in online, the legal representative or the minor should go to one of the designated application locations to apply for the card linking and there is no need to provide the “Personal Data Collection Notice and Consent Form” and power of attorney in writing. If the applicant under the minor age has entrust someone to complete the card linking process, it is a must to provide a hard copy of power of attorney signed by the legal representative.
