How do I establish a camping ground legally?

1. Article 9 of the “Management Rules for Camping Sites” promulgated by Taichung city Government specifies that the applicant for the establishment of camping ground shall submit the following documents to the Tourism and Travel Bureau of Taichung City Government for the registration:

(1) The transcripts of land registration and cadastral map issued within the latest 3 months; however, these documents are not needed if they are accessible online.

(2) Photocopy of land ownership certificate or document proving the land use is approved;

(3) Facility layout plan; for any existing building/facility within the scope of application, a document proving its legal use shall be provided together with photos;

(4) Photocopy of public liability insurance contract;

(5) Proof of completion for soil and water conservation work is required if the proposed site situated on sloped land or in a forest area, and a soil and water conservation plan is mandated by the Soil and Water Conservation Act;

(6) Photocopy of land use zoning certificate and land use permit, such as certificate of not obstructing urban planning or permit for use as a camping facility, provided that the proposed site is located on an urban land;

(7) Land use permit issued by the competent authority of the target business, provided that the proposed site is located on a non-urban land for agricultural or forestry purposes;

(8) Land use permit issued by National Park Service, provided that the proposed site is located in a national park;

(9) Document of approval issued by local competent authority of water resources, provided that the proposed site is located in a Class II disaster-sensitive seawall area except on the seawall itself;

(10) Search results for geologically sensitive area (if the proposed site is located in a geologically sensitive area and the project is of a land development behavior specified in the Geology Act, the geology survey and geological safety assessment are required for the proposed site and subsequent development behaviors according to the Geology Act and the results of the survey and assessment shall be included in the documents and drawings submitted according to the applicable regulations);

(11) Document proving that the facility(s) for evacuation and disaster mitigation is in place, provided that the proposed site is located in a Class II controlled area for flooding area or flood plain;

(12) Letter of authorization, provided that the application is submitted by an agent;

(13) Other document(s) required by the competent authority of camping facility management.
