If a traffic accident has been reported to the police but the other party refuses to compensate or mediate the dispute, what can you do?

For incidents causing only vehicle damage (no injuries), these are classified as civil cases. Parties involved may negotiate the resolution themselves or work through their insurance companies to handle the claim. If no agreement is reached, they can apply for mediation from the mediation committee of the local township or district or file a civil lawsuit with the local court. (Note: By law, the police cannot proactively intervene in civil cases.)
For traffic accidents involving casualties, if the parties involved cannot resolve the matter themselves and intend to file a claim for injuries, they may request the traffic branch handling the case to transfer it to the Prosecutor’s Office or directly file a lawsuit with the local court (the claim must be initiated within six months).
If foreigners are involved, please contact the foreign affairs police of the police precinct in the area where the accident occurred.
If military personnel are involved, please contact the local military police authority.
