Multiple Innovative Services Recognized by International Guests! ICLPST Visits Taichung City Government

The International Center for Land Policy Studies and Training (ICLPST), with joint support from the Ministry of Agriculture, Ministry of Foreign Affairs, Ministry of the Interior, and the Lincoln Institute of Land Policy of the U.S., is currently conducting two sessions of its regular international training programs: “Land Management and Rural Development” and “Land Taxation and Valuation.” Yesterday (9th), staff from ICLPST visited the Taichung City Government’s Land Administration Bureau and delivered presentations on the “158PLUS TC.LAB,” “3D Actual Transaction Price Registration,” and the “Electronic Property Certificate.” They also conducted an on-site visit to the Zhongshan Land Office of Taichung City, facilitating exchanges on land administration practices between international professionals in the field and the city government staff.

Director Zeng Guo-jun of the Land Administration Bureau noted that the vision of a “Happy and Livable City” is a key policy of Mayor Lu. Through the dedicated efforts of the city government, various municipal infrastructure projects and innovative public service initiatives have been launched, earning widespread public recognition. In the “2024 County and City Happiness Index Survey,” jointly organized by the Economic Daily News and Cathay Life Insurance, Taichung proudly secured first place nationwide. This visit brought together elites from government, industry, and academia representing 31 countries worldwide to exchange ideas on land administration and digital service enhancements. Taking advantage of this opportunity, the city government shared its achievements in land administration and municipal development with international guests, while also gaining valuable insights from the execution experiences of other countries in land administration.

Director Lai Ming-mei of the Zhongshan Land Office noted that in addition to sharing the integrated spatial information platform— the “158PLUS TC.LAB,” which provides comprehensive access to daily living functions and real estate information— the visit also introduced the country’s first “3D Actual Transaction Price Registration.” This feature offers detailed three-dimensional perspective maps, enabling users to intuitively understand the spatial distribution of real estate transaction information, including aspects such as sunlight exposure, views, and layout, based on actual transaction cases. The convenient 3D registration system impressed the visiting international guests, who praised its contribution to enhancing transparency in real estate transactions. This exchange represents a mutually beneficial opportunity, with anticipation for further international exchanges in the future.
