To promote professional dialogue and experience sharing among international cities, Director Chen Da-tian of the Taichung City Government’s Construction Bureau recently led a delegation to visit the Osaka City Construction Bureau in Japan. During the visit, he held in-depth discussions with Director Takashi Terakawa. Both parties engaged in extensive exchanges on topics including urban construction policies, public facility management, earthquake disaster prevention measures, and concepts of sustainable development, thereby opening new opportunities for urban cooperation between Taichung and Osaka.
Director Chen Da-tian of the Construction Bureau expressed his gratitude for the warm hospitality extended by the Osaka City Construction Bureau. He noted that given the high similarity in their operational scopes, the interaction and experience sharing during this visit were exceptionally valuable. This exchange not only contributes to enhancing Taichung’s engineering capabilities and governance resilience but also offers valuable insights for advancing more friendly and sustainable urban development in the future. He also mentioned that Director Terakawa highly commended Taichung’s achievements in promoting public facilities and livable spaces. With their shared vision, both sides look forward to deepening cooperation moving forward.
The Construction Bureau explained that the discussions covered a wide range of topics. Taichung City shared several representative major construction achievements and urban governance experiences under Mayor Lu Shiow-yen’s administration, including the Green Museumbrary, the International Convention and Exhibition Center, the extension of Shizheng Road, Dongshi-Fengyuan Life Circle Expressway, and the Black Swan Conservation initiative at the Maple Garden Ecological Park. These projects demonstrate Taichung’s governance philosophy, which emphasizes both urban aesthetics and public infrastructure. Osaka City, in turn, introduced its key policy highlights, including the promotion of underground utility lines, integrated shared conduits, bridge maintenance systems, and urban greening management mechanisms. They also specifically shared the results of the Midōsuji Avenue space transformation, showcasing a holistic design approach that integrates landscaping, cultural heritage, and urban functionality.
The discussions were conducted in a lively and positive atmosphere, with both parties expressing strong resonance with each other’s experiences in addressing construction challenges and urban governance. Moving forward, both parties will maintain ongoing communication, deepen technical exchanges, and work collaboratively to promote higher-quality urban development, jointly creating livable and sustainable living environments.
