The Taichung City Government continues to advance its pedestrian first transportation policy. Through intelligent signal management and traffic engineering improvements, the city is working to create a safer and more pedestrian friendly walking environment. Chao-Fu Yeh, Director-General of the Transportation Bureau of Taichung City Government, stated that Taichung has currently installed 162 pedestrian scramble phases and 738 leading pedestrian intervals. The total number of intersections equipped with pedestrian priority signals has already surpassed 900. This year, the city will continue expanding installation with a focus on pedestrian safety around school zones, moving steadily toward the goal of 1,000 locations citywide so that people can walk more safely and conveniently. Director-General Yeh noted that traffic safety has always been one of Mayor Shiow-Yen Lu’s key policy priorities, with pedestrian safety at the top of the list. The city government has been advancing simultaneously through public education, traffic engineering, and enforcement, while also applying smart transportation technology and introducing signal measures such as pedestrian scramble phases and leading pedestrian intervals. These measures reduce conflicts between vehicles and pedestrians, improve intersection safety and traffic efficiency, and balance pedestrian right of way with smooth traffic flow. The Transportation Bureau explained that a pedestrian scramble phase allows pedestrians to cross an intersection when all vehicle signals are red. In addition to crossing straight, pedestrians may also cross diagonally, effectively reducing conflicts between turning vehicles and pedestrians. A leading pedestrian interval gives pedestrians an approximately five second head start before vehicles receive a green light, making it easier for drivers to notice pedestrian movement and reducing the risk of collisions between turning vehicles and pedestrians. This measure is especially suitable for areas around schools, medical institutions, and other places with heavy foot traffic. Director-General Yeh stated that in recent years, the city government has continued to review pedestrian hot spots across Taichung and has given priority to schools, areas with high concentrations of older adults, and major arterial intersections when evaluating the installation of additional pedestrian priority signals, extending pedestrian crossing times, and optimizing signal settings. The goal is to provide older adults, children, and slower moving pedestrians with more sufficient and safer time to cross the street. In addition to signal timing adjustments, the city is also simultaneously promoting measures such as enlarging pedestrian signals, improving nighttime lighting, reviewing pedestrian crossing times, and optimizing intersection environments, further enhancing pedestrian visibility and nighttime safety. The Transportation Bureau further pointed out that, in line with amendments to the Regulations for Road Traffic Signs, Markings and Signals, the city government has also been replacing pedestrian countdown animations in phases year by year. The public is reminded that when the pedestrian green signal begins flashing, it means the remaining crossing time is about to end. Pedestrians who have not yet entered the intersection should avoid stepping into the crosswalk. If the remaining time is insufficient, they should wait patiently for the next green signal rather than rushing and risking danger. Director-General Yeh emphasized that Taichung will continue to take safety, people centered design, ecology, efficiency, and technology as the core values of its transportation policy. Through smart signal systems, traffic data analysis, and traffic engineering improvements, the city will continue promoting pedestrian priority and a more walkable environment, building a safer, more convenient, and more livable people oriented transportation city.
