Taichung has a number of reputable car rental agencies that provide short and long-term rental services to foreigners, and have English-speaking staff and English contracts.  Rental contracts are similar to those found in most Western countries, with discounts for longer-term rentals and additional insurance and loss-damage waiver options.  Some companies and individuals find that long-term, full-service leases--also available through many car rental agencies--are preferable to purchasing a vehicle.
