- Located at the northern edge of the city’s urban development zone, the 14th MeiheZhuang Urban Land Readjustment Area has an area of about 403.89 hectares, with the majority of which is under the jurisdiction of Beitun District and part of which is within the territory of Xitun District. In a shape of “ㄇ”, the Readjustment Area is surround by Touzhang region of Tanzi District (潭子區之頭張地區) in the east, the 11th Readjustment Area and Sizhangli (四張犁) area in the middle, the Shuinan area in Xitun District (西屯水湳地區) in the west, and the 80-meter-wide Huanzhong Road (環中路) in the north. The Readjustment Area features the traditional settlements of Beitun District, the pedestrian trails, the green parkways and the green park space, the convergence of entry nodes, and the cultural images of the region. Themes of modern urban facilities are also used to develop the region. For example, the overall planning and development of biking trails in combination with the sports and leisure zones (including the Intercontinental Baseball Stadium) had provided a good opportunity to create a new happy living zone in Taichung City.
- The biking trails within the Readjustment Area are totaled about 27.2 kilometers long, passing through the farmlands, the waterways, the settlements, the greenways, the Park Road, the Intercontinental Baseball Stadium, the Zhongxing Tennis Court. They are not only landscape corridors but also provide such functions as recreation, sports and transportation. Moreover, the biking-trail systems are expected to link up with the existing biking trails in Taichung and/or the neighboring counties and cities, like the Tanzi-Daya- Shengang (潭雅神) bike-path systems and the Zongnay Bike Path (庄內鐵馬道) in Houzong Community (后庄社區). A complete biking trail system will not only provide more open space for the public but also make the Readjustment more in line with the connotation of green buildings whose goals are to save energy and reduce carbon emissions.
- The public facilities for the five living zones in the Readjustment Area will be designed and constructed, using the green technologies and materials and the imagery of Tuku Creek (土庫溪) and "floating islands in the ponds with ripples (池塘浮島與漣漪) ". It is hoped to embody the pleasant ambience of traditional settlements close to the natural water-fun environments, to set lawns for activities on each independent floating island, and to offer appropriate public space for small group and family gatherings. It is planned to link up the land strips on the Tuku Creek and use the "bridges", " Tuku Creek," and the "detention ponds" to form three-dimensional changes in spaces. It is also planned that lowland activity lawns will be introduced and the ring-shaped trestle bridges will be constructed to link the parks in the east and west sides, merging the area into a complete park with a variety of functions. The Tuku Creek will maintain its in-ground drainage, on both sides of which more public open space will be designed and seven detention ponds will be set in a three-dimensional configuration (with some underground detention ponds)to create a symbiotic environment intertwined with blue waterways and green belts. The detention ponds, which are used as a green space in a normal day but serve to control flooding during a heavy rainfall, can be augmented to realize the idea of building up a multi-purpose park in the future.
- It is also planned to preserve such cultural assets as the traditional Jinyuanji Quadrangle (金源吉四合院), the Shuinan Tobacco Barn (水湳菸樓), old trees,waterways, ponds and religious halls of sacrifice in the Readjustment Area. The Tobacco Barn will be converted into an open space for leisure, with walkways flanked by semi-wet plants and flowers, eco-pools and scenic wooden plank boardwalks. It is hoped that the landscape bridges and the public facilities of humanistic design can bring high-quality lifestyles to the region.
- It is our intention to preserve such cultural assets as historic buildings, monuments and sites, cultural landscapes, and precious old trees. It is also our intention to upgrade a land development project by utilizing high-quality hardware and facilities to shape the city with ecological landscapes, arts and esthetics, or humanistic styles. We hope to turn Taichung into a vibrant new urban oasis with traditional settlements but living communities with international standards of recreational activities. Our aim is to eventually turn Taichung into a smart city with great cultural and economic development but low carbon emissions.
