he Museum of Fiber Arts in Taichung recently gained international recognition after presenting its research at the International Council of Museums (ICOM), a UNESCO-affiliated global organization. This milestone highlights Taichung City’s strong museum expertise and the Cultural Affairs Bureau’s growing role in international cultural exchange.

Founded in 1946, ICOM holds its General Conference every three years and is one of the world’s most influential museum gatherings. The 27th conference took place in Dubai from November 12 to 17, centered on the theme “The Future of Museums in Rapidly Changing Communities.” Key topics included intangible cultural heritage, youth engagement, and new technologies. The Museum of Fiber Arts had three papers accepted—making it one of the few local government institutions in Taiwan invited to participate.

During the opening of the Taiwan Pavilion on November 12, Chief Secretary Hsiao Ching-Ping of the Cultural Affairs Bureau emphasized Taichung’s ongoing efforts in international cultural exchange. She noted that joining the ICOM conference showcases both the city’s academic achievements and its commitment to global cooperation. The event also featured Deputy Minister of Culture Hsu Yi-Chun and Chairman Hung Shih-Yu of the Chinese Association of Museums.

During the subcommittee sessions on November 13, museum representatives Chien Hui-Hua and Chen Hsiang-Yin presented two papers: “Rebuilding Local Museum Branding Through Narrative and Collaboration” and “Weaving Memory: Decorative Arts and Identity in Atayal Costume Culture.” Both presentations received strong interest, with active audience discussions and follow-up exchanges with committee members.

The two presenters also shared a third paper, “From Knowledge Repatriation to Environmental Advocacy,” at a joint session of the International Committee for Museums of Ethnography. Their talk will highlight how Taichung promotes cultural and environmental sustainability through “Green Craft” initiatives aligned with the UN Sustainable Development Goals (SDGs).

Taichung City’s presence at ICOM 2025 demonstrates the Museum of Fiber Arts’ academic strength and the Cultural Affairs Bureau’s commitment to global engagement. Through ongoing research, exhibitions, and cultural projects such as the Green Museum Park, Taichung continues to build a vibrant, internationally connected cultural city—strengthening its position on the world stage.
