Cultivating a Cultural City: Taichung Invests Over NT$640 Million in 8 Years to Upgrade Arts Venues

With a population of over 2.86 million, Taichung has seen a growing demand for arts activities and high-quality cultural spaces. To enhance service quality at arts venues and create a more welcoming, comfortable environment, the Cultural Affairs Bureau of the Taichung City Government has invested more than NT$640 million over the past eight years into facility improvements and equipment upgrades. Major cultural institutions—including the Dadun Cultural Center, Huludun Cultural Center, Seaport Art Center, Tun District Art Center, and the Museum of Fiber Arts—have all undergone extensive renovations, comprehensively improving the performance and exhibition environment to help Taichung evolve into a more livable, culturally vibrant city.

The Cultural Affairs Bureau noted that the Dadun and Huludun Cultural Centers have been in operation for 43 years. As long-standing platforms for arts and culture in Taichung, they have accompanied residents through countless memorable experiences. With their long history of high-frequency use, the buildings and equipment gradually required modernization. Under the support of Mayor Lu Shiow-yen, the Dadun Cultural Center has successfully upgraded its electrical and mechanical systems, improved waterproofing, and replaced aging equipment. The Huludun Cultural Center has completed its most extensive renovation since opening, featuring a full upgrade of its concert hall’s stage rigging, seating, and accessibility facilities, providing a safer, more comfortable experience for all.

The Seaport Art Center, which opened in March 2000 in the Qingshui District, is renowned for its architectural style inspired by traditional southern Fujian courtyard residences and serves as a vital arts hub for the coastal area. To keep pace with modern needs, the Bureau has continuously upgraded the center’s theater equipment, public restrooms, lighting, and HVAC systems, enhancing venue functionality and service quality.

The Tun District Art Center, a key cultural landmark, specializes in performing arts and music while also hosting visual arts exhibitions. Addressing the need for long-term facility maintenance, the Bureau has allocated funding to renovate the main theater and experimental theater—including flooring, lighting, HVAC, audiovisual equipment, and backstage lounges—creating a safer, professional-grade performance environment.

Performing arts groups have noted that these professional equipment upgrades have provided more reliable technical support for productions of all scales, from large-scale shows to intimate performances. These improvements allow creative teams to focus on their stage presentation while ensuring smoother production workflows and an enhanced experience for the audience.

Furthermore, the Museum of Fiber Arts (formerly the Children’s Art Museum) underwent a NT$127 million renovation between 2019 and 2020. This successful transformation created a professional facility that is the only museum in Taiwan dedicated to both daily life crafts and sustainable fashion, showcasing Taichung’s commitment to innovation and cultural sustainability.

Beyond these five major venues, the Bureau has also promoted space renovations at sites such as the Taichung Folklore Park, Taichung Literature Museum, Fulfillment Amphitheatre, and the former Taichung Meat Market. These efforts have brought cultural spaces closer to the daily lives of citizens.

The Bureau emphasized that arts venues are essential for community engagement and the city’s cultural foundation. Over the past eight years, the Bureau has prioritized not only exhibition and service quality but also public safety, accessibility, and sustainability. Moving forward, the Cultural Affairs Bureau remains committed to raising standards to an international level, allowing arts and culture to take deep root and become an integral part of life in Taichung.
