Shuinan Quarterly-Flood Detention Ponds at Taichung Central Park

The undulating landscape design of Taichung Central Park (中央公園) was created in coordination with the road plan within the park, allowing the ecosystem to continue and shaping flood detention ponds of different sizes. These flood detention ponds collect rainwater within the park for retention and purification, and use permeable drainage principles to channel water into the ground without discharging it downstream to the Huilai River (惠來溪), effectively reducing the risk of flooding in the area. In addition to their important flood control function, the detention ponds also serve as habitats for many small animals and play an important ecological role as biological refuges and in environmental improvement.

In general, detention ponds are divided into dry detention ponds and wet detention ponds, and most of those in Taichung Central Park are dry detention ponds. Dry detention ponds are usually ordinary low lying green spaces that provide areas for recreation and ecological education, and only perform their water storage function during heavy rain. Wet detention ponds are built in the form of ponds or small lakes. During rainfall, if there is additional capacity, they temporarily store water that exceeds the normal water level. The wet detention pond in Taichung Central Park is an elongated lake running from south to north. On ordinary days, its surface is as smooth as a mirror, while during the rainy season it plays an important flood detention role.

The public artwork Floating Petals (浮遊之花), created by renowned New Zealand kinetic artist Phil Price, is installed in the wet detention pond. Its inspiration comes from the petals of the Taiwan cherry, the city flower of Taichung. The giant peach pink petals bloom in the water and sway gently with the wind. Visitors can appreciate the unique charm of this work from different angles.

Another work, Pipe (蕴蘊之湳Pipe), by Good Object design Co., Ltd. (物件美好設計有限公司), is installed in the dry detention pond below the Balance Experience Area (平衡體驗區). The enlarged drainage pipe is full of playful interest. Through the clever use of stainless steel and lighting inside the pipe, the projected light and shadow resemble rippling water and merge with the flowing form of the work. It symbolizes the integration of the past and the future into Taichung Central Park, presenting viewers with a sensory experience that feels both familiar and intriguing while creating a fantastical atmosphere.

The detention ponds combine landscape and hydraulic functions and can also be skillfully integrated with public art. Taichung Central Park is a wonderful place to relax and enjoy nature. In addition to getting close to nature, visitors can also appreciate public artworks that are interesting, beautiful, and meaningful. These works show that while Taichung Central Park provides beautiful natural scenery for the public, it also brings art into everyday life.
